Orphans Project Officer

CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs. 

ROLE IN THE ORGANIZATION

The Orphans Project Officer is under the supervision of Protection & Orphans Welfare Program Manager, responsible for the correct implementation of Orphans Sponsorship project, seasonal activities, as well as having the responsibility of Psycho- social workers team under him/her.  He/she will be responsible for:

Project Management:

  • Efficiently monitor and evaluate project activities to ensure they align with the established objectives and contribute to the desired results;
  • Organize and conduct monthly/ quarterly meetings with child protection committees, addressing findings from monitoring and adjusting project strategies accordingly;
  • Record and update the project team and supervisor in the real- time regarding identified risks and implement mitigation strategies to reduce overall project risks;
  • Organize periodic review meetings with the MEAL Department to assess project indicators , measure progress and ensure continuous;
  • Develop and implement a community- based complaint response mechanism in coordination with the MEAL Department , providing appropriate and timely responses;
  • Coordinate regularly with area supervisors and the technical team to harmonize strategies and ensure effective project implementation.

Follow up of the implementation of projects activities:

  • Provide the technical follow-up for the day-to-day activities of the Orphans Sponsorship Project;
  • Prepare a detailed and effective action plan for the project; 
  • Ensure all the project’s activities are implemented in a timely manner and according to SIF rules and regulations;
  • Supervise the project’s activities with other entities involved in the same type/s of activities, as required;
  • Follow up on project logistical needs (equipment, tools and stationery);
  • Follow up transportation plan for project team;
  • Follow up procurement activities for project.

Coordination and Follow up:

  • Follow up smooth implementation of project activities according to planned timeline, budget, and in qualitive manner;
  • Follow up team of psychosocial workers and their efforts to produce quality reports;
  • Conduct field visits to implementation locations when needed;
  • Identify local partners and other organizations working in the same area, networking and study cooperation opportunities for cross cutting services;
  • Coordinate with relevant government , non- governmental authorities and key community leaders to provide effective and efficient support;
  • Coordinate with counterparts of project for meetings, capacity building activities and other jointly project activities;
  • Undertake and support project communications with counterparts.

Reporting:

  • Ensure comprehensive project management reporting from initial implementation to the final report submission, adhering to established timelines;
  • Prepare and submit periodic progress reports, including the Project Management Plan (PMP), to the supervisor;
  • Gather and meticulously record project means of verification, including photos, beneficiary consents, and success stories.

Monitoring and evaluation of the project:

  • Assist in the monitoring and evaluation of the Orphans Sponsorship Project;
  • Compile, analyze and build on past experiences in order to share the lessons learnt;
  • Review and approve project visibility materials destined for an external audience, ensuring compliance with SIF values and requirements;
  • Maintain photo documentation for all key activities.

Job Requirements

QUALIFICATIONS AND EXPERIENCES

  • A Bachelor degree from an accredited university or its equivalent in Business Administration, or related fields and equivalent work experience;
  • At least 3 years experiences in the related field, preferably in INGOs;
  • Data collection, analysis and synthesis skills;
  • Management and reporting skills;
  • Excellent communication skills and flexibility;
  • Knowledge of conceptual tools (e.g. logical framework);
  • Excellent written and spoken Arabic & English, French is a plus;
  • Very good computer skills: MS Office (especially Word and Excel);
  • Ability to lead and participate in teams but also to work independently;
  • Ability to travel frequently and under the particular travel requirements of the assignment.

 WORKING CONDITIONS  

  • Location: West Bank , SIF Ramallah Office
  • Travels : Locally, within governorates in West Bank, and ability to travel under the particular travel requirements of the assignment (if required)
