OXFAM GB – CONSULTANT – “OLIVE OIL PROGRAM EXTERNAL MIDTERM EVALUATION”.
Oxfam in the Palestinian Occupied Territory is in its second year of implementing a 3-year programme co-funded by the SDC and EU, titled ‘From Grove to Market – developing the value chain for subsistence and small-scale farmers in the occupied Palestinian territories’. This programme is mainly focusing on developing the value chain of the olive and olive oil sector so that it works more effectively and sustainably for subsistence and small scale farmers, especially women, in areas of greatest food and income insecurity in the West Bank. This also includes these targeted beneficiaries to have fair and equitable access to commercial markets within a conducive institutional and policy environment.
Oxfam Great Britain is looking for external individual consultants or consultancy firm to provide an independent and objective midterm evaluation for the Olive Oil programme funded by EU and SDC.
The consultant is expected to conduct a joint mid-term evaluation as Oxfam, SDC and the EU as donors are contributing to the Olive Oil sector under a one programme approach, co-financing current funds, allocating new funds where additional organizations have started implementing projects in the olive sector. This joint exercise is also meant to reduce transaction cost and ensure harmonized actions.
Consultant’s profile:
Proven record in evaluation of similar development programs (i.e. food security and livelihoods programs).
Proven ability to analyze market development oriented approaches and gender mainstreaming in agricultural development programs
Proven knowledge of the Palestinian context and the agricultural sector in Palestine.
Fluency in English is a must.
Knowledge of Arabic language and the geographical area where the evaluation takes place is recommended.
Awareness of cultural sensitivities and the local context
The evaluator must be independent, but collaborative, willing to share thoughts, ideas, and make constructive criticism and provide analysis that is understood.
The evaluation will last 30 working days between August – September months, from the date of signature of the contract to the date of submission of the final report.
