Palestine Polytechnic University has received a grant from the Quality Improvement Fund (QIF) through Ministry of Education and Higher Education and Funded by the World Bank and EC, to implement the project of "A Contribution to Healthcare Sector Enhancement through Quality Improvement of the PPU Biomedical Engineering Program". PPU intends to apply part of this grant for selection and employment of Needs assessment Consultant, Biomedical Engineering Instructor, and Biomedical Engineering Problem-Based according to the following Terms of Reference:

Needs assessment Consultant
Assignment Objective:
To achieve proficiency in the cooperation between the healthcare sector and the biomedical engineers, we need to analysis the healthcare market in West Bank and its needs of biomedical engineers, to have the better exploitation of engineer's capabilities through training and to acquire up-to-date equipment. Needs assessment consultant is expected to have at least bachelor degree in a biomedical engineering. This consultant will be responsible for writing a market analytical report and cooperate with the maintenance center supervisor to match between the health care sector and the biomedical engineers to reduce the gap between them.
Duties and Responsibilities
The needs Assessment is expected to perform the following tasks:
- Preparing a work plan for the required needs assessment.
- Questionnaire design and data collection.
- Studying the needs of the local medical market and analysis the data which
was collected.
- Field interviews, round table discussions and other required activities for
assessing needs.
- Data analysis and reporting findings and recommendations.
- Specifying the required training needs including required skills and lists of
recommended training courses (stating objectives and expected outcomes)
- Writing Reports for the needs assessment.
Essential Required Qualifications, Skills, knowledge and Competencies:
- At least bachelor degree in Biomedical Engineering or any related field.
-Have an experience in similar work.
- Proven administrative and analytical skills.
- Excellent communication skills.
- Ability to work under pressure and to participate in team work.
- Good command in English.
- Good computer and internet skills.
Deliverables:
1) Action Plan stating the objectives linked with tasks and expected outcomes in a
timely bound manner within the assignment duration, to be prepared within 2
weeks from signing the contract.
2) A preliminary report within the last week of the second month from signing the
contract.
3) Presentation at PPU within two weeks from submitting the preliminary report.
4) Final report within one week from delivering the presentation.
The final report shall include the followings:
1. General outline of needs assessment.
2. Required training needs for biomedical engineers and other skills.
3. Lists of recommended biomedical training courses (Technical) and other
recommended training skills (e.g. English, computer)
4. TOR for Recommended Training Courses.
5. Lists of technical problems faced by healthcare sector.
Place of work:
The consultant will work in his own place and in the field. He is required to visit the PPU for following up, presenting and discussing results.
Time Frame:
The duration of the assignment is three month conducted from (1/4/2009 – 30/6/2009)

Biomedical Engineering Instructor
Introduction
Palestine Polytechnic University (PPU) has received a grant from the Quality Improvement Fund – Ministry of Education and Higher Education and funded by the World Bank and EC for the project entitled: "A Contribution to Healthcare Sector Enhancement through Quality Improvement of the PPU Biomedical Engineering". PPU intends to apply part of this grant for selection and employment of highly qualified Biomedical Engineering Instructors.
Assignment Objective:
The biomedical engineering instructor is expected to have at least master degree in a biomedical engineering field. This instructor will be selected according to Guidelines for selection and employment of consultants. By World Bank, May 2004 He/she will be responsible for developing student skills, knowledge and attitudes commensurate to the goals of the biomedical engineering program in cooperation with academic staff of the biomedical engineering department. Also, the instructor should be engaged in scientific research in the biomedical field.
Duties and Responsibilities
The biomedical engineering instructor is expected to perform the following
tasks:
- Organizing the teaching environment in cooperation with BME department
staff.
- Teaching biomedical engineering discipline according to the biomedical
curriculum provided by the department
- Supervising the graduation project of the biomedical engineering students.
- Organizing a scientific research with other department staff in the
biomedical field.
- Self evaluation for every subject he/she taught at the end of semester
according to the quality assurance unit self evaluation form at PPU and
discuss the results with the head of the department.
- It is expected that the instructor shall be an active member of the
biomedical engineering department, and shall be able to work both
independently and as part of a team.
Deliverables:
- 36 academic hours, conducted in three semesters as 12 hours per semester
including research activities.
- Course outline includes course description, objectives, intended learning
outcomes, teaching methodology, etc.
- Publishing one scientific paper within each academic year.
- Supervising one biomedical graduation project each semester
Essential Required Qualifications, Skills, knowledge and Competencies:
- Min Master degree in biomedical engineering or any other related field
- 3 years min Academic experience in biomedical engineering
- Good command in English.
- Must have strong communication, computer and inter personal skills
- Ability to work under pressure and to participate in team work.
Place of work:
Housed with the university and will be supervised by the head of biomedical engineering department.
Time Frame:
The duration of the assignment is 5 months (1/7/2009 – 28/11/2009)

Local Problem-Based Learning Consultant
Introduction:
Palestine Polytechnic University (PPU) has received a grant from the Quality
Improvement Fund – Ministry of Education and Higher Education and funded by the World Bank and EC for the project entitled: "A Contribution to Healthcare Sector Enhancement through Quality Improvement of the PPU Biomedical Engineering". PPU intends to apply part of this grant for selection and employment of highly qualified Problem-Based Learning local consultant.
Assignment Objective:
The local Problem-Based Learning (PBL) consultant is supposed to highlight the curriculum deficiencies and provide suggestions to improve and update the curriculum in respect of PBL methodologies. He/She will guide the development of the curriculum to match the PBL and introduce the PBL to PPU BME academic staff through meetings and training. This position will report directly to the HeQiBe director and have overall responsibility for the curriculum development activities.
Duties and Responsibilities
The local consultant is expected to perform the following tasks:
- Reviewing the current biomedical engineering curriculum in respect of PBL methodologies.
- Improve and update the curriculum in respect of PBL approach.
- Guide the development of the curriculum to match the PBL methodology.
- Introduce the PBL to PPU BME academic staff through meetings and training.
- Organizing a curriculum assessment workshop (in cooperation with the HeQiBe director and the College of Engineering and Technology).
- Organizing a curriculum enhancement workshop (in cooperation with the HeQiBe director and the College of Engineering and Tchnology).
- The consultant will coordinate with the HeQiBe director.
Deliverables:
- A preliminary report on the findings related to the above within 1 month from signing the contract. The report should include suggestions and plan for organizing a curriculum assessment workshop.
- A final report, within 2 month from submitting the first preliminary report, regarding the whole process, stating the implementation requirements, and
- suggesting an implementation plan and plan for organizing a curriculum enhancement workshop.
The implementation plan should include the following items:
1. Targeted courses including new course description (objectives, intended
learning outcomes, teaching methodology, etc)
2. Required teaching facilities to be improved or acquired
3. Needed staff members training both locally and abroad
4. Needed staff members including their qualifications and specialization
areas.
5. New or modified teaching techniques.
- Tow meetings with college of engineering and technology staff to introduce the
PBL methodology (2 hours each meeting).
- 32 training hours for the biomedical engineering staff in the field of PBL.
Essential Required Qualifications, Skills, knowledge and Competencies:
-Minimum master degree related to teaching methodologies preferably in PBL
approach or any related field.
- Minimum 5 years experience after the master degree preferably in PBL.
Place of work:
Housed with the university and will be supervised by the head of the biomedical
engineering department.
Time Frame:
The duration of the assignment is 3 months conducted in academic semesters from
(30/3/2009 – 29/6/2009)
