The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a
financing in the amount of US$ 6.5 million from the World Bank toward the cost of the Education -
to - Work Transition Project, and it intends to apply part of the proceeds to payments for consultants’
services to be procured under this project.
The project seeks to improve education to work transition of young Palestinians attending participating Tertiary Education Institutions (TEIs) through: (i) fostering partnerships between TEIs and employers in order to make TEIs› study programs more relevant to the needs of the labor market; and (ii) enhancing the capacity of the MoEHE and TEIs to collect, analyze and disseminate data collected through the TEIs› graduate tracking system to monitor the outcomes of TEIs› study programs, and to inform education policy formulation and implementation.
MoEHE intends to apply part of the proceeds for the following individual consultants’ services:
Position # 2: Partnership and Mentoring Consultant, Lump Sum contract for four years.
Reporting obligations and expected deliverables:
1-An inception Report about the current status and capacity building needs of the private sector and
educational institutions to promote partnership and the proposed awareness raising and mentoring plans
2-Coordination plan and implementation schedule in relation to the three main activities of the
consultancy (Partnership, awareness and mentoring).
3-Partnership Models with implementation schedule, time line and level of efforts for the proposed and awarded projects.
4-Mentoring Plan with implementation schedule, time line and level of efforts.
5-Progress Reports that track and monitor partnership models implementation and curriculum
development and reforms.
6-Midterm revision workshop and assessment report.
7-Final Report upon completion identifying lessons learned and recommendations for best practices.
Essential Required Qualifications and Competencies
1-PhD degree in education or related discipline from a recognized University
2-Ten years of relevant experience in project management and proven record of successful higher
education and private sector partnership models, awareness and mentoring.
3-Excellent experience in managing partnership targeting education and private sector
4-Familiar with the Palestinian Higher Education System, Education Strategy, Economy and Labor market needs.
5-Good interpersonal skills and ability to work in a team setting.
6-Excellent problem solving skill.
7-Excellent organization and planning skills.
8-Excellent in spoken and written English and effective communication skills
The Ministry of Education & Higher Education now invites eligible individual consultants to indicate
their interest in providing services related to any of the two positions mentioned above. Interested
consultants must provide information indicating that they are qualified to perform the services (Cover letter indicating which of the above positions they are interested in, CV including description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection
and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank
