Job Description

Chemonics International seeks a Partnerships Manager (Grants and Subcontracts) for the USAID-funded Trade, Investment, and Finance Activity in the West Bank and Gaza. The Partnerships Manager will be responsible for managing $7.5 million in grant-related activities, as well as a $500,000 Subcontracts fund within the TIFA project. This includes reviewing grant proposals, managing the approval and implementation process, and ensuring compliance with Chemonics and USAID regulations. The partnerships manager will handle the entire grant lifecycle—from proposal review and budget analysis to tracking implementation milestones and final grant closeout. This role will also provide guidance to partners and grantees, address any challenges in the process, and ensure all grants align with Chemonics USAID standards and project goals. In addition, this role will be responsible for drafting and managing subcontracts and negotiation memos in accordance with Chemonics’ policies, procedures, and best practices. Responsibilities:

The Partnerships Manager key responsibilities includes, though are not limited to, the following:

  • Manage the grant implementation process, including drafting solicitations, assessing proposals, obtaining necessary USAID approvals, and overseeing milestones.
  • Manage the subcontract process, including drafting RFPs, reviewing and evaluating offers, developing negotiation memos, drafting and negotiating subcontracts, and collecting subcontractor documentation in accordance with Chemonics policies and USAID regulations
  • Regularly review and assess budgets, expenses, and deliverables to maintain adherence to Chemonics and USAID guidelines and project requirements.
  • Manage the invoicing and payment cycle for the project’s local subcontracts; perform detailed reviews and audits of all invoice documentation and ensure that expenses are incurred according to the terms of signed subcontracts, corporate financial policies, and Chemonics/USAID procurement regulations.  
  • Support the management of the partnerships team, ensuring timely completion of tasks, accurate reporting, and up-to-date records and financial projections
  • Review and analyze proposed budgets, ensuring consistency, accuracy, and alignment with project goals
  • Conduct site visits, assist with data collection for project monitoring and evaluation, and assess grantee performance and deliverables.
  • Supervise and mentor the Partnerships Associate to build technical skills and support career development.
  • Undertake other duties as assigned by the Partnerships Lead or their delegate.

Job Requirements

Qualifications

  • Bachelor's degree in social sciences or related field required; 
  • Minimum 5 years of professional experience in grants and subcontracts management and implementation. 
  • Experience working in grants and subcontracts management on a USAID or other donor funded project.
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively and supervise and mentor staff
  • Demonstrated successful track record managing grants and subcontracts programs in high-risk and remote management environments
  • Strong written and verbal communication and presentation skills in English required. Arabic proficiency advantageous
