Mercy Corps and International Youth Foundation (IYF) are implementing the 5-year USAID-funded Positive Youth Engagement (PYE) activity, a multi-sectoral youth program designed to address the challenges of Palestinian youth in Gaza, the West Bank, and East Jerusalem. Through a selected group of national partner organizations and community-based organizations (CBOs), PYE will support marginalized youth aged 10-19 at risk of social marginalization by improving education, health, employment, community engagement and other needs identified through diverse, community-supported assessments. By increasing opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development, vulnerable youth will be able to transform into productive, contributing citizens who are connected to and engaged in their communities.
 
To set youth on positive and peaceful pathways to become productive, contributing citizens, PYE will deliver a three-pronged, mutually reinforcing program segmented by gender and age across the targeted communities: 
  • Core programming that supports, protects, prepares, and engages youth in safe spaces located within a strong network of CBOs. 
  • Tailored packages of activities, resources, and referrals that will set youth on individually selected pathways building on the core curriculum to increase opportunities for youth to effectively contribute to social and economic development; and 
  • Opportunities for sustained community engagement and leadership through youth-led pathways and councils, community and social media campaigns, and mentorship of subsequent cohorts as part of sustainable community youth networks.
General Position Summary
The Partnerships Senior Manager position will be leading collaboration with the national partners, and network of Community Based Organizations (CBOs) that will host the youth mentors and youth safe spaces (youth hubs). He/She will manage the following tasks: 1) capacity building assessment study across national and local partners and development of related capacity building strategic action plan and manage the plan’s implemenation accordingly; 2) manage the development of the capacity building plans for the partnering organizations in collaboration with the technical team; 3) manage submissions of monthly action plans from the partnering organizations, progress reports (e.g. weekly, quarterly, annual) and financial reports; 4) manage compliance and due diligence of related procurement and ongoing activities of the partners in line with USAID and Mercy Corps rules and regulations; 5) engage with the technical team and partnering organizations in the design of the approach for the youth pathways and the youth well-being, and referral systems; and 6) manage relations with national and local counterparts from the public, private, and civil society sectors.  
 
Essential Responsibilities 
  • Manage the design and implementation of the capacity building assessment study across national and local partners in collaboration with the M&E Advisor and the technical team to ensure that a culture of youth related and youth mentoring is established in line with PYE vision and mandate.
  • Manage the development of capacity building plans for the partnering organizations in collaboration with the technical team.
  • Manage submissions of monthly action plans from the partnering organizations, progress reports (e.g. weekly, quarterly, annual) and financial reports.
  • Manage compliance and due diligence of related procurement and ongoing activities of the partners in line with USAID and Mercy Corps rules and regulations. 
  • Manage branding and marking requirements of the partnering organizations in collaboration with the Communications and Reporting Officer and in line with USAID and Mercy Corps rules and regulations. 
  • Engage with the technical team and partnering organizations in the design of the approach for the youth pathways and referral systems.
  • Manage relations with national and local counterparts from the public, private, and civil society sectors.
  • Incorporate and adopt youth development strategies and organization learning while advocating conflict mitigation.
  • Prepare scopes of work, contracts, and agreements with consultants and organizations as required under PYE.
  • Participate in strategic planning activities and program review meetings.
  • Attend networking meetings, and conferences, and represented the program in a professional way while building new connections and strengthening relationships with existing partners.
  • Advocate economic collaboration under youth pathways through social entrepreneurship, technology, and thematic innovation streams. 
  • Other tasks as assigned by the Chief of Party.
 
Security 
Ensure that all PYE program and/or activities across target localities are implemented in line with USAID branding and marking guidelines with a clear analysis and understanding of security management priorities.

As part of our commitment to organizational learning – and in support of our understanding that learning organizations are more effective, efficient, and relevant to the communities they serve – Mercy Corps expects all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
 
Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts toward accountability, specifically to the partners and international standards guiding international relief and development work, while actively engaging partner communities as equal partners in designing, monitoring, and evaluating our field programs.
 
Supervisory Responsibility
The Partnership Senior Manager will report to the Chief of Party. Further, coordinate related data, insights, and technical knowledge with the technical team. He/She will be managing related activities in the West Bank, Jerusalem, and Gaza. 
 
Accountability 
Reports Directly To: PYE Chief of Party.
Works Directly With: MEL Advisor, Senior Technical Expert/DCoP, Finance and Compliance Department, Operations Department, Procurement Department, national and local partner NGOs.

Job Requirements
Minimum Qualification & Transferable Skills
  • Master’s degree in social sciences, development, or related areas.
  • Ten+ years relevant working experience in the development sector in Jerusalem, Ramallah, and Gaza.
  • Extensive experience in managing partnerships from the public, private, and civil society sectors.
  • Experience in technical reporting and financial compliance in line with USAID and Mercy Corps rules and regulations. 
  • Extensive experience in designing and managing approaches and tools to advance positive youth engagement. 
  • Excellent writing, editing, and speaking skills in both English and Arabic.
