The Palestine Liberation Organization, for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Sector Capacity Building Project (the Project). The Water Sector Regulatory Council (WSRC) is implementing part of the Project and intends to apply part of the proceeds for consulting services.

The consulting services (the Services) include supporting WSRC in assuming its regulatory functions related to monitoring the performance of water service providers in Palestine, and shall include the following duties and responsibilities:
1-Assist the project team in developing the process for monitoring the performance of water service providers in Palestine, including the selection of Key Performance Indicators (KPIs) and identifying additional water service providers to be monitored.

2-Share information and knowledge within the joint PWA/WSRC team currently working on performance monitoring to become familiar with the process including the key performance indicators and data collection module.
3-Define data collection methods and assist the water service providers to fill in the data collection module with accurate and reliable data.
4-Follow up with water service providers for the timely submission of data.
5-Collection, verification and validation of data submitted by the water service providers in the data collection module.
6-Follow up with the team to identify areas of information which require further investigation and clarity.
7-Participate in field visits, team meetings and workshops for the water service providers to finalize the data collection module.
8-Analyze the data and issue the recommendations.
9-Prepare final annual reports and follow the design, production and dissemination of the annual report.
10-Prepare plans and provide support to enhance service provider’s performance in certain indicators.
11-Perform other related duties as may be assigned by the CEO

 

The Consultant will be housed within WSRC offices in Ramallah. The duration of the assignment is one year on a full-time basis, with a possibility for extension. The expected start date is mid October 2015.

 

The WSRC now invites eligible individual consultants (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Curriculum Vitae). The Minimum Qualifications/Short listing criteria are:
-A University degree in engineering, water sciences or other related field.
-5 years of relevant experience in the water sector, preferably with local councils.
-Specific training relevant to the topic will be considered a plus.
-Experience in performance monitoring and benchmarking of water service providers.
-Strong analytical and validation skills.
-Excellent communications and facilitation skills.
-Team work skills, acting as a team player and facilitating team work.
-Fluent in English and Arabic, written and spoken, with excellent reporting skills.
-Strong supervisory, interpersonal and staff support skills. Ability to motivate and lead employees and encourage decisions to be made within a team environment.
-Excellent computer skills, with proficiency in Excel. Proficiency in Adobe InDesign is a plus.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants "IC” method set out in the Consultant Guidelines.
