ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED is present in four continents and our teams intervene in 34 countries towards 8 million people, responding to emergency situations, supporting rehabilitation projects and accompanying the dynamics of development. In association with several French, European and International partners, ACTED is committed to promoting and developing innovative approaches and initiatives, humanitarian principles, new forms of solidarity and convergences between private and public actors and NGOs from the North and the South covering themes such as aid efficiency and transparency, evaluation, information and coordination of humanitarian emergencies, promotion of local governance and civil society strengthening, sustainable access to income and microfinance, prevention and reduction of catastrophes, the link between development aid, sustainable development and social business, food security, etc.

Service Provider Profile : Photographer

ACTED is looking for a professional photographer to produce quality visual communication and engagement materials (photographs and short films) on ACTED OPT activities and achievements, as well as on humanitarian needs and their consequences on the Palestinian population.

SPECIFIC OBJECTIVES

-    SO1 :Highlight ACTED’s expertise and achievements
-    SO2 : Raise the profile of selected issues and humanitarian needs in the Occupied Palestinian Territory

MISSION LOCATION

-    Gaza Strip
-    West Bank including East Jerusalem IV.          

METHODOLOGY

The provider will:

-    Respect specific objectives defined by ACTED
-    Respect of deliverables expected by ACTED
-    Respect ACTED child policy and ACTED’s communication guidelines
-    Respect of code of conduct and internal rules and procedures
-    Respect of dignity of people interviewed, recorded, photographed
-    Obtention of image right
-    Respect of ACTED security rules and procedures.

All these documentation are attached and has to be signed and stamped by the provider to be an eligible offer.

The provider will sign a convention of objectives and means with ACTED before the beginning of the mission which will define its organization, the expectations and deliverables/outputs and conditions of the mission.

The provider will be constantly in contact with the project manager or area coordinator as well as the country director and ACTED communication direction in Paris.

DELIVERABLES

After his mission the provider will provide the following outputs per specific objective:

SO1 - Highlight ACTED’s expertise and achievements

-Gaza : 2 photo reports with captions (10-15 pictures))
-West Bank  :   20 illustrative HD photos & 30 descriptive HD photos

SO2 : Raise the profile of selected issues and humanitarian needs in the Occupied Palestinian Territory

-Gaza:   2  (2 minutes videos) report.
-Gaza:   (3-4 minutes) extended version of the previous video report
 
All deliverables should be provided in high and low definition, free of copyright by ACTED, its donors and partners.

Qualifications:

-Excellent command of English, spoken and written,
-Good command of French
-Ability to go to Paris (France) for the briefing/debriefing with ACTED Commuincation department and the presentation of outputs
-Ability to travel in West bank and Gaza
-Picture caption in French, voice dubbing in French for the short movies
-Good understanding of Palestinian context
-Good social and communication skills, able to respect confidentiality
-Experience with International NGOs in OPT.
-Demonstrated ability to meet deadlines, and to complete work with high quality and attention to details.
-Flexibility and capacity to work under pressure.
-Commitment towards principles and ethics of humanitarian aid, including compliance with ACTED standards and principles.
-The applicant possess all the technical equipment needed to achieve the objectives
-The applicant can start the consultancy mission asap


Submission of applications:

The interested applicants shall provide ACTED  with an offer including full proper price quote and financial expectations according to the services proposed.

The quotation shared by the photographer should be a package with details for each expected outputs:

-Photo reports
-Video clips
-HD and low resolution photos

Photos and/or video made by the provider will be shared with ACTED who will use and disseminate them for free for communication purposes without time limits in Occupied Palestinian Territory and worldwide.

The quotation in EUR will include all related fees (including fees for photos processing, material used, copyright, etc.)

The following expenses will be covered by the organization:

-    Local transportation
-    Accomodation in WB and Gaza
-    Mission per diem
-    Fees related to permits and visa

The following expenses will be covered by the applicant:

-    International transportation
-    Repatration insurance


The quotation submitted will have to mention outputs and expenses as indicated in section V in EURDeliverables. In addition the provider will share with ACTED the following documentation:

-Resume/CV ;
-A sample of similar output.
-Adress of blog/book

take into consideration the following points:

-The time frame shall be fitting with the one defined by ACTED – the mission length might not exceed 30 days.
-Prices shall be inclusive of VAT
-Preferred payment terms / method shall be mentioned
