PIU Head -Engineer

JOB VACANCY

US Government provided fund through the US Consulate to establish a Project Implementation Unit (PIU) hosted by the Directorate General of International Relations and Projects Department at the Ministry of Finance (MoF) to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. PIU is seekinga highly qualified applicant as a PIU Head with the following qualifications:

Essential Functions –
1-Manage PIU staff and direct them to follow FA processes and perform their tasks according to their TOR.
2-Delegate tasks and responsibilities to appropriate personal in the PIU.
3-Identify and resolve issues and conflicts within PIU staff.
4-Direct and manage all FA projects through their whole life cycle; from planning till closeout.
5-Represent Ministry of Finance in all FA events and meetings.
6-Manage and follow up the FA Stakeholders (requirements, interests, expectations, etc.
7-Coordinate and conduct meeting with all relevant stakeholders whenever needed.
8-Develop, deliver and review progress reports, proposals, beneficiary’s requirements, presentations and any other documents as needed.
9-Review all official requests including payments, awarding, tendering… etc prior to raising them to the donor.
10-Monitor and control projects’ budgets and change orders.


Other Functions-
1-Organize and lead yearly workshops.
2-Organize and coordinate quarterly steering committee meetings.
3-Organize and participate in new PIU staff recruitment process, whenever needed

Minimum Job requirements-

Education:
-Bachelor Degree in Civil Engineering. (Management or Engineering Master degree is an asset)

Experience:
-At least 15 years of experience  in development and management of construction projects (or 13 years with Masters Degree)
-Experience of managing large scale projects.
-Experience with donors- especially US- Funded projects.
Specific skills:
-Excellent written and oral skills in both Arabic and English.
-Excellent communication and coordination skills.
Supervisory responsibility, if any: Whenever supervisor’s and/ or donor’s approval is required.
Working conditions: 80% office work, 20% site work.
