Job Description


The Ministry of Finance – International Relations Department (IRD) received a financing from the United States of America acting through the Department of state- INL to establish a Project Implementation Unit (PIU) in the Ministry of Finance.

PIU is a program management unit – part of Ministry of Finance/IRD – dedicated to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. PIU is seeking for the following:

Planner, Scheduler and Reporting Engineer


-Location:
Ramallah with frequent travel in West Bank areas.

-Qualifications:

1-Bachelor’s Degree in Engineering or Construction Management with at least 3 years experience using Planning and Scheduling Software (Primavera P6 Professional Project Management)
2-Experience at working in a team-oriented, collaborative environment is essential.
3-Experience in large scale multi projects organizations
4-Work experience with Donors – especially US funded projects
5-Strong written and oral communication skills in both Arabic and English.
6-Must have past experience creating schedules for multiple projects and multiple contracts. 
7-Must have ability to set and manage priorities
8-Proficient computer skills including word processing, spreadsheet, cost management and project management software (Primavera)
9-Able to work as a team member, contributing to the overall program development by participating in-group discussions in areas of expertise
10-Self-starter, able to work with minimal direction or supervision
11-Possession of a valid driving license.

-Main Duties:
-Report to the PIU Head or individual designated by the PIU Head.
-Create, review and update project schedules by reviewing plans and specs, discussions with designers and construction managers detailing all work to be accomplished.
-Develop progress/production reporting systems.
-Raise concern of projects delays to the PIU Head.
-Prepare various cost/Schedule reports, such as percent complete, productivity analysis, man-hour summaries, progress reports, and earned value reports.
-Prepare weekly, monthly and quarterly Reports.
-Prepare master schedules, problem analysis reports, variance reports, pre-op schedules and milestones, etc.
-Develop and review budgets and forecasts, support management during internal project reviews, and assist with estimate development.
-Participate in the review of cost estimates and change order estimates.
-Provide direction on measurement and payment specifications.
-Assist in the selection and implementation of the project scheduling system, schedule progress reporting and methodologies to be used on the project.
-Conduct site visits to assess/confirm program progress.
-Duties also include providing a variety of engineering office support to Area Managers  and technical Department on a variety of projects.
