Background:
UNDP/PAPP is seeking a candidate to fill the position of Police Accountability Coordinator, under the overall guidance of the team leader and Joint Programme Manager, and the direct supervision of UNDP RoL Technical Specialist. As this position is related to the programme, Strengthening the Rule of Law in the occupied Palestinian territory - Justice and Security for the Palestinian People (2014-2017) with an expected duration of until April 2017, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
This assignment arises in the context of UNDP/UN Women Joint Programme, Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (2014-2017). The UNDP/UN Women Joint Programme is oriented around the following seven mutually reinforcing outcomes:
1-Capacity of justice and security institutions strengthened and linkages forged
2-Civil society contribution to rule of law and community access to justice in the West Bank enhanced
3-Civil society contribution to rule of law and community access to justice in the Gaza Strip enhanced
4-Gender responsive ness of justice, security and legislative actors strengthened
5-Women and girls’ access to justice and security improved by ensuring accountable service provision to prevent, protect against and respond to violence, and by addressing their broader legal needs
6-Juvenile justice and adherence to child rights improved
7-Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased
In May 2014, UNDP and UN Women launched this joint rule of law programme to be implemented over three years until April 2017. The joint programme is closely aligned to the PA’s national and sectoral plans and the UN Development Assistance Framework (UNDAF) in the oPt. It aims to continue strengthening capacities of justice and security institutions, including core ROL institutions such as the Ministry of Justice, Ministry of Interior, Public Prosecution, High Judicial Council, Palestinian Civil Police, Palestinian Anti-Corruption Commission, and the shari’a courts. It aims to strengthen linkages between justice and security sectors, enhance accountability of institutional actors, address key ‘bottlenecks’ across the justice chain while also ensuring that all institutional partners develop enhanced capacities in relation to gender mainstreaming and access to justice for women and children. It also maintains strong support to civil society actors including the Bar Association, universities and civil society organisations to provide high quality legal aid services and to enhance accountability of the actors in the justice and security sectors to support greater citizen engagement with, and confidence in, the state, and enhanced access to justice.

Since 2012 UNDP/PAPP has worked to establish and strengthen the capacities of the Palestinian Civil Police in the area of police accountability and human rights, in close cooperation with other international actors in the sector such as the EUPOL COPPS. This support has enabled the development of a multi-year accountability strategy at the PCP, a code of conduct for police officers in line with international standards and best practices, and a proposed mechanism for the internal processing of public complaints against the police.

Under the Joint Programme, the need remains to roll-out the police complaints mechanism, and to support the police to implement many of the key recommendations included in the multi-year accountability strategy. The joint programme will also support the police to build on the recommendations of a recently concluded public-perceptions survey, supporting the police institution to respond better to the needs of the Palestinian population, as well as to better inform the PCP’s own organisational development on the basis of the data gathered, hand in hand with effective monitoring and evaluation.

The Police Accountability Coordinator will work from the UNDP/UN Women office in Ramallah, however with a great degree of time spent in direct liaison with the PCP/EUPOL COPPS Colocation Office in the PCP Resources, Planning and Development Administration (RPDA), PCP Bureau for Grievances and Human Rights (BGHR), PCP Inspector General’s Office (IGO) and the PCP Police Security and Discipline Department (PSDD). She/he will work closely with the leadership, senior managers and officers of the PCP, and all relevant units and directorates throughout the police institution. She/he will also liaise closely with the planning units of other relevant justice sector institutions and stakeholders implementing donor funded projects in the Justice and Security Sectors.
 
Description of Responsibilities:
Under the supervision and guidance of the UNDP RoL Technical Specialist and working closely with the heads and members of relevant units within the PCP, the Police Accountability Coordinator will be responsible for the following:
1-Support the roll-out of the PCP citizen complaints mechanism, including in an initial pilot location and in cooperation with all relevant units of the PCP and other interested parties.
2-Support PCP counterparts to lead design and roll-out of a comprehensive training programme on police conduct, in line with the new code of police conduct and in cooperation with all relevant units of the PCP and other interested parties.
3-Continuously implement a coordinated work plan with PCP to ensure implementation, monitoring and reporting of the PCP Accountability Strategy, in cooperation with all relevant units of the PCP and other interested parties.
4-Support PCP counterparts to undertake the institutional development of specific units within the PCP, including the PSDD, BGHR, IGO, and Quality Department, including direct input to finalise unit mandates, terms of reference, job descriptions and standard operating procedures, as well as proposals for aligning human resources with planning processes and needs.
5-Support counterparts in providing advice to senior PCP management on the strategic and sustainable development of police institution. In particular advice will be focused on supporting the PCP to implement relevant aspects of the PCP Strategic Plan, Accountability Strategy and Implementation Plan.
6-Ensure that all project activities with the PCP are gender sensitive, responsive and mainstreamed.

7-Similarly, ensure that the activities of the project and the PCP take into account and integrate into all activities and plans the special needs of children, including girls.

8-Support PCP counterparts to undertake coordination activities with other justice sector institutions including the Ministry of Justice, Attorney General’s Office, and the High Judicial Council. In particular, support the PCP to engage with other justice sector institutions in relation to activating the Judicial Police.

9.-Fully participate in the UNDP/UN Women Rule of Law Programme including in Programme justice sector coordination meetings, plenary team meetings, review and input of programme documents, regular reporting and other work or activities stemming from the programme, as requested.
10-Carry out any other relevant duties as requested by the UNDP RoL Technical Specialist in consultation with the relevant PCP interlocutors.
 
Impact of Results
-Capacity of PCP counterparts and organizational structures established to lead and maintain implementation of the PCP accountability strategy and other relevant plans.
-PCP capacity strengthened to manage citizen complaints through the activation of a functional mechanism for complaints management.
-Improved capacity of the PCP to implement comprehensive capacity building programmes in relation to police conduct and accountability.
-Overall impact will be seen in the PCP reaching the targets set out in the accountability strategy and police strategic plan.
-Improved identification of PCP needs and matching of these with available support and resources from donors and implementers.
-Strengthened relations with other core justice/security institutions.

Qualifications :
Education:
-Minimum BA Degree in public development, public administration, security reform, planning or other related fields. MA considered and asset.

Experience:
-Minimum of 5 years of experience in public administration, institution building, planning or related fields, preferably within a rule of law environment.
-Proven mentoring and capacity development skills.
-Full knowledge of Palestinian Authority rules and regulations and experience in institutional, multi-year and annual planning processes.
-Very good knowledge in budgeting, organizational planning, organizational change and management
-Very good knowledge of the Palestinian Civil Police and broader environment
-Ability to work within a team
-Strong interpersonal skills
-Strong reporting and proposal writing skills
-Experience implementing strategic plans
-Excellent experience in networking
-Knowledge of human rights based and gender mainstreaming approaches

Language Requirements:
-Fluency in Arabic and English a requirement (written and spoken)
-Excellent writing and communication skills
-Full computer literacy (and strong knowledge of various software including Excel, PowerPoint and Word.
