Oxfam invites applications from experienced candidates with strong analytical skills and conceptual paths for the following position:
Policy and Campaign Officer
24 hrs per week (60%) for 4 Month contract

Based in Gaza
Purpose of the job:
Provide support to Oxfam’s policy, advocacy, media and communications work in OPTI with a particular focus on the Saving Lives Programme.
Key Responsibilities and Accountabilities
- Support implementation of the national and international influencing objectives of Oxfam’s Saving Lives Programme implemented in Gaza –funded by ECHO. Including policy, media and communications activities according to Oxfam standards and deadlines, and taking into account donors requirements.
- Also provide further support for the development and implementation of influencing strategies for specific projects and programmes in coordination with programme staff and partners as relevant;
- Ensure linkages of Economic Justice programme advocacy objectives and overall Saving Lives programmes and ensure in-line with Oxfam influencing strategies.
- Ensure delivery of the national influencing interventions/strategies and support the delivery of international influencing component activities under ECHO funded Projects, while also supporting local partners in implementing their respective interventions/strategies. In addition, building the capacity of local partner in delivering effective national and international influencing strategies.
- Undertake research and draft policy/advocacy materials in support of influencing objectives;
- Coordinate field visits for media, visiting diplomats, parliamentarians and Oxfam staff from capitals;
- Develop media/communications products – for example social media updates and materials, fact sheets, stories, case studies;
- Promote strong two-way communication between the influencing team and programme teams and ensure regular internal reporting in coordination with relevant members of the broader team;
- Develop relations with both allies and advocacy targets;
undertake analysis and monitoring of the positions of key stakeholders;
- Undertake monitoring, evaluation and learning of Oxfam’s influencing work in relation to OPTI;
- Undertake a regular and comprehensive analysis of news, other actions and statements in order to improve information and analysis, and to also enable more accurate identification of risks.
- Provide regular progress reports and updates to both programme and influencing teams; and provide quality inputs/analysis on the project influencing component for donor’s reporting.
Technical Skills, Experience & Knowledge
Essential
- A University degree in political science, journalism, law, human rights, or development. Advanced degree is an advantage;
- 2-3 years proven work experience in policy analysis, advocacy, communications, or a related field with solid skills and competencies in administration and organization;
- Excellent communication skills (writing and speaking) in English;
- Strong interpersonal and coordination skills, ability to work in a team;
- Results-oriented and strong analytical skills.
Desirable
- Relevant working experience on key issues in the Israeli-Palestinian context;
- Knowledge of international law and human rights issues;
- Arabic language skills highly desirable;
- Photography skills;
- Ability to think creatively;
- Experience in representing organizations and lobbying officials
- Good understanding of gender mainstreaming in lobby, advocacy and media work;
- Risk management skills - anticipates problems and regularly provides solutions.
Salary
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 64,425 gross per annum, for a 24 hour contract. Salary offered will be subject to funding available and competences.
