Context
Médecins du Monde (MDM) France is an international medical organization, which has been present in the occupied Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Gaza and Nablus. MDM has been running sexual and reproductive health (SRH) projects for many years, and currently has such projects in more than 20 countries. As a result the organization has a degree of expertise in this area. Since 2010, SRH is one of MDM’s four priority areas and a number of tools have been developed to improve strategies and practices, with a view to improving the response to populations’ needs. More details about the fourth result in this project are below.
Project background:
MDM- F is working with the MoH since 2007. The cooperation is at the field level with the support of primary health centers and at the decision level to strengthen existing institutional arrangement on a long term. In this project, MDM –F will strengthen the capacity of Family Planning (FP) services in Deir Al-Balah and will actively participate to the FP coordinating mechanisms and bodies.
RESULT4:
Stakeholders have a better understanding of barriers to access to sexual and reproductive health.
A 4.1: To train and follow-up medical staff of health center of Deir el Balah (MoH) and women health center (CFTA) to post abortion care
IND- Number of medical staff trained on post abortion care (target: 5)
A 4.2: Sensitization of the medical and non-medical staff of Al Aqsa Hospital obstetrical service in order to develop a referral and informative system for post abortion care.
IND Number of medical and non-medical staff sensitized on post abortion care (target: 30).
Objective of Consultancy
The main objective of this consultancy is to provide sensitization and training on PAC model, which will mainly focus on improving the knowledge, skills and thus the participants' job performance. This training is involving reinforcing the skills of the medical staff. The medical staff will be sensitized and trained on PAC according to international guidelines of PAC (RCOG and WHO guidelines). This is including Infection Control Prevention (ICP), family planning counseling, the updated medical and surgical treatment on abortion specifically Vacuum Aspiration (VA) provision and the referral system to PHCC.
By the end of this training, trainees will be expected to:
-To have positive attitudes toward post abortion care services.
-Meet and understand the PAC model, core components, and implementations.
-For training medical participants to be introduced to emergency treatment: Evacuation methods (VA) as well as preventing and managing complications related to the procedure.
-To have the knowledge and skills needed to organize and managed quality post abortion care services.
-To familiarize their role in counseling and provision of family planning as the core component of PAC
-By the last day of the training to be able to practice on the clinical area and to develop action plans to complete the clinical practice and follow up in the clinical area. Clinical practice to focus on family planning and emergency treatment.
Methods:
The methodology to be used during the training should be participative and interactive with key theoretical input. In other meaning, Competency- Based Training (CBT) on the specific knowledge, attitudes and skills needed to carry out a procedure or activity. The consultant is expected to work in close collaboration with the SRH midwife and doctor. All the material provided (final agenda, presentations, pre and posttest, final report) is available in English.
Tasks
-To meet and stay in regular contact with MdM SRH Supervisor in Gaza and to clarify the objectives of the training and to get information about MdM GAZA SRH strategy and program.
-To meet the MdM SRH team to discuss needs, expectations and the results and recommendation of a prior conducted assessment in Al-Aqsa hospital and Deir El- Balah health center to develop the (pre-training needs assessment).
-To analyze the information collected during the pre-training needs assessment meetings with Al Aqsa Maternity Department staff and send to the SRH Supervisor a summary of the key points (max. 2 pages including specific needs and expectations) – no later than 2 days after the meeting.
-To build the training course according to the information collected during the needs assessments and to link it with the actual practices inside the Al-Aqsa hospital, Deir El-Balah health centers and CFTA.
-Well-designed teaching aids and audiovisual materials, such as videos, anatomic models and other training aids.
-The trainer should demonstrate the required skills and client interactions several times and to supervise the participants during using the model and the actual instruments in a simulated setting that is as similar as possible to the real situation.
-Competency- based performance evaluation of each participant's performance.
-To prepare an initial draft Agenda for 6 days (6 hours per day) of training.
-To develop the training kit which should include: Final draft agenda, theoretical presentations, methods used during the training, and evaluation tools (pre and post testing questionnaires)- The final Training Kit should be in English.
-To share the final agenda, the planned activities, the theoretical presentations and the evaluation tools (PRE & POST-TEST) in advance, according to the schedule, with the SRH maternity Officer (one week before starting the facilitation of the training).
-To conduct training/facilitate the sessions (6 days) for maximum 15 persons
-To provide stationery to the trainees.
-MAXIMUM 10 days (including 1 weekend) after the training: to provide a final report IN ENGLISH (between 5 and 10 pages) including:
a.Outcomes of Pre and post testing including comments
b.Acquired skills and skills to be improved
c.Recommendations for further training sessions
d.Annexes: final agenda, methodology and presentation handouts.
Management:
Within the framework of the service provision, the consultant will be asked to collaborate with MDM F SRH Supervisor and maternity officer (Gaza) who will be the focal contact persons for this services support and follow up.
Profile
MDM is looking for qualified service providers (individuals) with the following characteristics:
-An advanced degree in obstetric emergency.
-Proven experience in maternity care.
-Proficient in the PAC skills of the sessions will facilitate.
-Able to guide clinical activities (e.g performing vacuum aspiration, family planning counseling)
-Formally trained in adult learning principles and participatory learning skills.
-Valuable experience in training and supervising medical staff.
-Demonstrate experience in designing training agenda, manage group dynamics and enable groups to learn together based on their field experiences.
-Strong communication and facilitation skills
-Excellent writing + speaking skills Arabic and English
-Knowledge of context and cultural aspects
