Essential Job Duties/Scope of Work:
BACKGROUND
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development projects. Established in in 1984 by volunteer doctors and nurses to address the critical need for medical care in war-torn Afghanistan during the Soviet occupation, International Medical Corps is working in more than 35 countries, focused on addressing humanitarian needs of the most vulnerable while also supporting training and capacity-building.
International Medical Corps is recruiting a Primary Health Care Specialist, to be based in Jerusalem/Gaza, for an anticipated US Agency for International Development project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.
JOB SUMMARY
The Primary Health Care Specialist will provide technical leadership and vision for the subawards program to NGO and CBOs working in primary health care and other activities under Intermediate Result 2: Expanded access to primary health care services in the NGO sector.
ESSENTIAL RESPONSIBILITIES
Develop and maintain mapping of current service delivery providers by geographic area and by level of service provided.
Develop and coordinate technical training for sub-awardees on identified priority areas (e.g. GBV, PSS, nutrition) to improve service delivery and capacity of health care workers.
Work with subawardees on effective clinic / facility administration, including: developing and implementing staffing and procurement plans and ensuring hospital procedures and protocols (e.g. infection prevention and control) are in place.
Coordinate with the Emergency Response Specialist in developing emergency response plans to ensure primary health care facility and provider capabilities are integrated as one cohort of potential first responders.
Identify the first response capabilities and gaps of primary health care providers and facilities – providing training to address relevant gaps.
Represent the project at health sector working, technical, or ad hoc committees related to primary health care.
Ensure regular reporting on all activities under IR 2.
Qualifications:
SKILLS & REQUIREMENTS:
-An advanced degree in medicine, health administration, or related field.
-Clinical experience is desirable.
-At least 7 years of experience working as a technical expert in the area of primary care or a related field is required.
-Demonstrated familiarity with the health system in Gaza, especially with the NGOs and CBOs that provide primary health care and health outreach services.
-Prior work experience in Gaza and the Middle East region highly desirable.
-Strong verbal and written English communication skills required. Arabic preferred.
Based in Jerusalem/Gaza, with frequent travel to project sites, security permitting.
