Background

The Ministry of Planning and International Cooperation (MOPIC) plays a vital role in coordinating international aid to support the development of an independent and functioning Palestinian state. MOPIC is committed to ensure the success of strategic initiatives under the National Program for Development and Reform (NP4DAR) and the Aid Framework, as such MOPIC seeks qualified Financial Specialist. The Financial Specialist will oversee the financial operations for NP4DAR and aid-funded projects, ensuring compliance with financial regulations, fostering transparency and accountability, and aligning financial strategies with national development goals and international aid commitments.

The Private Sector Development Specialist will be hired under the Finance for Jobs (F4J) project, funded by the World Bank, and will be based at MOPIC premises. F4J is a series of projects that began in 2017, with the overarching goal of mobilizing private investment in high-potential sectors and creating job opportunities across the West Bank and Gaza. Currently, the F4JII and F4JIII projects are underway and being implemented by DAI, the Project Implementation Agency (PIA), on behalf of MOPIC.

Responsibilities

  • Provide technical advice on formulating and implementing private sector development policies and strategies.
  • Contribute to the Development of strategies to enhance the private sector's role in driving sustainable economic growth, ensuring alignment with national priorities.
  • Assist in identifying and promoting high-potential sectors for private sector investment, and PPPs, particularly those that can contribute to economic growth and create significant job opportunities.
  • Assess the feasibility of strategic investment projects including financial, economic, social, and environmental benefits to the Palestinian society.
  • Provide advice on PPPs best models to engage with private sector initiatives.
  • Support initiatives that foster a more competitive, transparent, and efficient business climate in Palestine.
  • Engage with key stakeholders, including private sector entities, development partners, and local government institutions, to ensure alignment of private sector development activities with broader development goals.
  • Support the Design and implementation of capacity-building activities for MOPIC staff, local governments, and private sector stakeholders on private sector development best practices.
  • Contribute to the development of overall framework for tracking and evaluating the impact of private sector development initiatives, ensuring effective monitoring of progress and outcomes.
  • Work closely with relevant stakeholders and partners to ensure the integration of private sector development indicators into broader project monitoring systems.
  • Maintain comprehensive documentation related to private sector development activities, including sector assessments, investment promotion strategies, and policy recommendations.
  • Contribute to the preparation of project evaluation reports, focusing on private sector development outcomes and areas for improvement.

Job Requirements

Qualifications

Education

  • Bachelor’s degree in finance, accounting, economics, business administration, or a related field.
  • A master’s degree in a relevant discipline is an advantage.

Experience

  • Minimum of 5 years of experience in private sector development, investment analysis, feasibility studies.
  • Proven track record in fostering private sector growth, improving business environments, and attracting investments in developing countries.
  • Familiarity with the Palestinian business landscape and the socio-economic challenges faced by the private sector.

Skills and Competencies

  • Strong understanding of private sector development frameworks, including investment priorities, regulatory reforms, and business environment improvements.
  • Skilled in financial analysis and financial modeling.
  • Strong negotiation skills of closing business deals.
  • Familiarity with economic and social cost and benefit analysis beyond the financials is advantageous.
  • Excellent analytical, problem-solving, and strategic thinking skills.
  • Experience in engaging with both public and private sector stakeholders and fostering public-private partnerships.
  • Proficiency in using Microsoft Office and relevant business management software.
  • Strong communication and interpersonal skills, with the ability to engage and train stakeholders effectively.
  • Fluency in both English and Arabic (written and spoken) is required.

Reporting

The Private Sector Development Specialist will report directly to Acting Deputy Assistant for International Cooperation and Aid Management.

Timeframe

The contract is for six months, based on a daily rate, with the possibility of renewal for an additional six months based on satisfactory performance and needs of the project.
