Job Description
 Tiri-Making Integrity Work is an independent non-profit organization that works with governments, business, universities, and civil society to find practical solutions to making integrity work.
Pro-Poor Integrity (PPI) Programme is a DFID funded programme implemented in 7 countries that aims to improve integrity in service delivery especially for the poor and marginalized groups.

It aims to do this by

-strengthening capacities of the local public administration to enable pro-active involvement in understanding the needs and wants of local communities and
-building capacities of local civil society to defend standards of performance in those service areas.

The senior programme manager will assist the programme director in the overall management, oversight, implementation, and evaluation of the Pro-Poor Integrity Programme, with a focus on monitoring, evaluation and fundraising.

Responsibilities:

The Senior Programme Manager will contribute to the work of PPI by assisting with the implementation, monitoring and evaluation of PPI partners and programme activities. Based in the Ramallah office for the first year, key tasks of this position will include:

Management and Programme Implementation:

-Manage the implementation of PPI projects in several countries, from inception to completion.
-Lead on specific management of projects delegated by the Programme Director;
-Coordinate PPI activities such as training workshops and conferences in close cooperation with the Programme Director;
-Maintain continuous communication with PPI partners in order to strengthen the collaboration and achievement of longer term impact. This will involve significant travel, email, and phone contact.
-Prepare and revise work plans of PPI programme activities and ensure compliance with expected programme results and deadlines;
-Ensure the integration and coordination of the various programme components within the overall programme goals and objectives.
-Coordinate meetings with and ensure communication between programme specialists and/or country team leaders, and PPI partners.
-Regular field visits to PPI countries.
-Ensure compliance of all PPI partner organisations’ activities with expected programme results, set and enforce deadlines and contribute to regular reporting on PPI to different stakeholders.
-When required, propose corrective actions, for the smooth implementation of cross-sectorial activities and revise work plans.

Programme Development and Fundraising
-Assist the Programme Director to identify, design, form, maintain and develop proposals and funding relationships for new projects.
-Write grant proposals and funding applications for PPI projects and prepare specific reports on PPI’s activities for fundraising purposes.
-Conduct research on issues related to pro-poor integrity and PPI’s projects.
-Strategize with the Programme Director as to programme improvement, new goals and the means to achieve current goals.

Sustainability, Impact Assessment
-Donor management, including writing narrative reports, to donors and other stakeholders, on PPI approaches and strategies.
-Oversee the development of monitoring and evaluation tools and metrics to assess the impact and sustainability of PPI activities.
-Identify lessons learnt and contribute to knowledge sharing within Tiri.

Qualifications:
-A post graduate degree in political science, development studies, public administration, or other relevant field; advanced degree preferable,
-Minimum of 10 years of work experience in a related field;
-Proven experience in programme management within an international organization including managing programme budgets, forecasting and reporting,
-Working knowledge of issues in integrity and governance and an interest in combating poverty and development issues,
-Experience in working and collaborating with civil society organizations and international organizations,
-Proven experience in the monitoring and evaluation of projects, ability to analyse data efficiently and concisely as well as report findings to management, partners and external stakeholders,
-Team working skills; the ability to work independently as well as the ability to work well with people from various regions, cultures and contexts;
-Good communication and interpersonal skills;
-Fluency in English - both written and oral communication; working knowledge of other languages is highly desirable,
-Proficiency in the use of Microsoft Office software (MS Word, Excel, etc),
-Available for frequent travel.
