Job Description
USAID-funded Palestinian Authority Capacity Enhancement Project

The Palestinian Authority Capacity Enhancement Project is working with the Palestinian National
Authority (PNA) to improve the institutional capacity and the delivery of government services to
citizens. The three-year project is being implemented by Chemonics International Inc., a private
international company, with funding from the United States Agency for International Development
(USAID). The project has an immediate opening for a Process Improvement Engineer.

Key Responsibilities:
-Design and implement needs assessments to identify strengths and weaknesses in PNA citizen
service delivery.
-Identify deficiencies in service delivery to determine root causes in order to implement concrete
activities to address identified performance gaps.
-Apply process improvements and reengineering methodologies to conduct process modernization
and business area analysis.
-Contribute to the technical development of the capacity building modules for public
institutions.
-Design and develop efficient work flows and assist partners with organizational reforms.
-Provide technical support to the process improvement teams in the partner PA institutions.
-Monitor and evaluate effectiveness of process improvements to ensure quality assurance.
-Data collection and analysis with the partner organization to measure impact and develop procedures, work instructions, and job descriptions.
-Evaluate organizational structures created by examining the structure effectiveness and efficiency
in supporting the department’s mission which includes suggested development of a suitable
organization structure as well as staff job descriptions, roles and responsibilities.
-Conduct a gap analysis for the current functional organizational situation.
-Draw up recommendations based on functional review to promote internal efficiency.

Qualifications:
-Degree in Industrial Engineering or MIS.
-Demonstrated experience undertaking the key responsibilities list above.
-At least 2 years of experience in relevant work on donor-funded projects. Previous work experience with USAID preferred.
-Demonstrated ability to assess capacities of public sector institutions and identify necessary
interventions.
-Previous experience with public sector reform in the Palestinian and/or regional context highly
desirable.
-Knowledge and experience with the international quality standards ISO9001, EFQM.
-Ability to travel throughout the West Bank as needed.
-Demonstrated written and verbal communication skills in both English and Arabic.
