American Near East Refugee Aid (ANERA) is a development assistance and humanitarian aid organization working in the West Bank, Gaza, and Jerusalem since 1968. ANERA works on agriculture and rural development, water and sanitation, job creation, health and education. With a core staff of around 60 people, ANERA designs and implements projects from the Jerusalem regional office and branch offices in Hebron, Nablus, Ramallah and Gaza. ANERA is announcing a vacancy for “Procurement and Compliance Manager” for an anticipated multi-year infrastructure project.
The position is a full time, based in Jerusalem with needed travel to the West Bank and Gaza.

GENERAL ROLES and RESPONSIBILITES:
The Procurement and Compliance Manager will be responsible for compliance with all USAID rules and regulations, ensure periodic internal audits, monitor sub-grantees and identify and mitigate program risks, ensures compliance with regulations, USAID policies, and USAID Mission Orders and Implementing Partners Notices, establishes standards and procedures to ensure that the compliance program throughout the project is effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations, ensures compliance to organizational policies, procedures and internal controls and ensure due diligence that funds are not being diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.

PROCUREMENT
The position handles the procurement and management of goods and services in an efficient and economical manner following established policies and procedures.
-Procurement of supplies, services, licenses and equipment
-Initiates Purchase Order, securing appropriate approvals and accounting codes
-Obtains quotes, selects vendors and negotiates prices
-In particular, procures and tracks IT equipment, warranties and licenses for: PCs, Laptops, Cellular Phones, Computer Accessories/ All software
-Management of vendor relations
-Serve as the contact person for all procurement related vendors
-Initiates new relationships/agreements with vendors based on price, capability, and past performance, following departmental guidelines.
-Keeps accurate records detailing price histories and past experiences
-Tag all procured items upon purchasing
-Verify functionality and accuracy of all procured equipment
-Preparation of monthly account reconciliation
-Tracking of procurement expenses by project
-Handling the payment for: Purchases, Licenses, Contracts, Subscriptions, Renewals of the above
-Tracks & processes disputes/claims and credits for procured items & services
-Identify electronic package or help develop one for the purpose of tracking all procurements from the initial request through to delivery.
-Inventory control: Work in coordination with the Administration and Finance Manager to ensure the accuracy of the inventory and the distribution of all procured equipment.

COMPLIANCE
-Conduct sub-grantee pre-award assessments and recommend modifications to the sub-grant agreement and/or monitoring plan to lessen financial and compliance risks.
-Ensures all contract-specified grants-related regulatory requirements are met
-Ensures vetting explicabilities are met according to mission order and develop and maintain vetting tracking system.
-Ensures all sub awards comply with USAID regulations and relevant mission orders, and ensure all related documents are properly filed for USAID compliance reviews
-Ensures that the monthly sub-awardees reports are completed in an accurate and timely manner.
-Assist in sub-grantee compliance reviews and prepare site visit reports and follow up on sub-grant compliance issues and audits and document resolutions;
-Maintain knowledge of donor policies, procedures, rules and regulations.
-Compile and update applicable local policies, and train staff in these policies.
-Understand all USAID compliance requirements for operating in Gaza and be able to review and apply for the program.
-Conduct training for ANERA Program and sub-grantee staff in compliance regulations, as required.
-Ensures all pertinent information (particularly USAID notices) is disseminated internally and to the Home Office, and that accurate records are kept of all communications.
-Participate in the development of annual work plans
-Other duties as requested or assigned by the Chief of Party.

Minimum Requirements:
-University degree in business administration and management, or related field
-At least ten years of experience in audit, procurement, finance, management or legal;
-Demonstrated knowledge of USG/USAID regulations, policies and compliance requirements related to international assistance programs.
-Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
-Excellent oral communication and presentation skills
-Previous experience managing USAID project procurement and compliance activities is highly desired
-Experience with MS Office Suite
-Proven ability to multi-task and prioritize within a shifting workload environment
-Fluency in Arabic and English
-Experience in preparing program reports
