Job Title: Procurement and Logistics Associate
Duration: One year

The United Nations Population Fund (UNFPA) seeks to strengthen obstetric care in the Gaza Strip, through partnership with the Ministry of Health (MoH), UNRWA and other relevant partners in the field. The overarching goal is to support a continuum of care for safe delivery including strengthening the quality of antenatal, obstetric and newborn, and post-natal care. In this context, UNFPA is executing a one-year project, funded by donors through the humanitarian appeal process, to rehabilitate selected maternities and primary health care centers and to strengthen capacities in terms of system building, training and provision of prioritized equipment, medication and disposables.
Under the supervision of the Operations Manager, and in close cooperation and coordination with the UNFPA program team based in Gaza & Jerusalem, the Procurement /Logistic Associate will perform contracting activities for the above-described programme, in accordance with the mandate, financial rules and regulations, and procurement procedures of UNFPA.
The contracting activities encompass: procurement (variety of specialized supply and logistics); contracting; and contract management of institutional goods and services suppliers. The Procurement/Logistic Associate will monitor activities (e.g. distribution of supplies), including tasks related to shipping and forwarding documentation and related follow-up activities. He/she will be responsible for maintaining records and preparing documentation and correspondence in support of effective programme development and implementation.
The Procurement /Logistic Associate will specifically be responsible to:
1-Manage and coordinate UNFPA’s procurement and logistics services under the programme described above, and assist in implementation of the office procurement plan.
2-Prepare requests for Quotations, invitations to Bids, evaluate the submissions, including negotiations with suppliers as appropriate, and prepare CRC submissions if applicable.
3-Ensure that all procurement actions are undertaken in the most effective and efficient manner carried out in accordance with the prevailing UNFPA Policies and Procedures.
4-Analyze and evaluate information regarding vendor’s performance with regards to the quality, prices, delivery, and equipment and ensure that it conforms to the organization’s requirements.
5-Maintain good relationship and liaise with MOH CDS, UNRWA and other contractors and suppliers
6-Coordinate meetings by arranging for suitable dates and venues, and by preparing and distributing all necessary documents containing the cases to be presented.
7-Follow up on delivery process to ensure timely delivery; liaise with the suppliers to resolve potential problems with deliveries
8-Track procurement status, payments and contractor’s work and reports
9-Receive, inspect and document received goods/materials according to UNFPA procedures
10-Coordination in the delivery, distribution and installation of all equipment and supplies in cooperation with MOH and other partners.
11-Maintain and update inventory of supplies under the project.
12-Monitor & follow up timely delivery and distribution of RH commodities and Family Planning commodities according to the national framework.
13-Maintain records of all transactions, ensuring that an efficient filling system for records of all quotations, copies of records of expenditure, receipts, local order forms, etc are kept.
14-Prepare reports on all procurement & logistics issues and report on a regular basis.
15-Ensure organizational assets and equipment are maintained and used in line with UNFPA policies and business practice.
16-Provide other support to UNFPA office as may be required.

Job Requirements
-Academic Requirements: Degree in business, pharmacy or other related field, with special reference to stock management
-Experience: At least 3 years of relevant professional experience, in public or private sector.
-Languages: Fluency in oral and written English and Arabic
-Computer Skills: Proficiency in current office software applications
