The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.
Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.
NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.
Role and responsibilities
Generic Responsibilities
Implement NRC’s systems and procedures in the WB office
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
Ensure proper filing of all support documents
Ensure all procurement SOPs are drafted
Support line managers in procedures and require support team trainings
Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
Promote and share ideas for technical improvement in procurement issues
Liaise and coordinate with CO support team
Carry out any other tasks requested by Line Manager
Specific Responsibilities
Ensure that all purchase requests of NRC WB Office are collected and update the tracking sheet daily
Update of the Price list and the vendor database on monthly Basis.
Ensure that the procurement plan is updated and prepare a monthly planning accordingly in coordination with Program and Line Supervisor
Contribute to the updates on the supplier’s market and advice for necessary changes and updates, and participate in the negotiations with suppliers
Assist with regular evaluations on the performance of the Suppliers and vendors and update the Line Supervisor with results
Contribute to the Bid Analysis up to 10,000 USD and give feedbacks based on experience with suppliers.
Monitor the delivered Items to the departments/programs in coordination with the Logistics Assistant and program staff and direct supervisor
Our Ideal Candidate:
Minimum 2 years’ Experience from working in Procurement and Logistics in a humanitarian, complex and volatile contexts.
Details oriented person who is able to plan different tasks and prioritize as needed. A team player who is interested in working with different people and suppliers and achieve the organization’s goals in Procurement.
Good communication skills, professional information handling, a keeping confidential information.
Strong understanding of supply chain management, knowledge of the NGO’s sector and nature of work, in addition to strong skills on computer software (MS Office, Online platforms)
Familiarity with the local market in the Wes Bank. Good English skills.
Additional Information:
Contract period: 12 months
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Jerusalem, 8% travel.
NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
