Job Description

The Ministry of Finance – International Relations Department (IRD) received a financing from
the United States of America acting through the Department of state- INL to establish a Project
Implementation Unit (PIU) in the Ministry of Finance.

PIU is a program management unit – part of Ministry of Finance/IRD – dedicated to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing several projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. MoF/PIU is searching for a highly qualified professional fit for the below opportunity:

Procurement, Contract and Compliance Manager

-Location: Ramallah with frequent travel in West Bank areas.

Qualifications:
1-Holder of bachelor›s degree in (Engineering, Information Technology, Business Administration.
2-Minimum 5 years experience in procurement role with donors
3-Excellent written and oral English communication skills.
4-PMP and/or PMD Pro Certification is an added value.
5-Strong knowledge in general procurement standards in country and Donors procedures.
6-Ability to manage a complex and diverse workload and to work to tight deadlines.
7-Ability to contribute to a small, proactive team, motivating staff and working collaboratively
with colleagues and providing support and advice as necessary.
8-Self-starter, able to work with minimal direction or supervision
9-High integrity and honesty.
10-Must have ability to set and manage priorities.
11-Strong interpersonal skills and ability to establish effective working relations with employees
and stakeholder’s.
12-The ability to prepare invoices and budgets.
13-Excellent computer skills and using software applications (Word, excel, PowerPoint ….etc)
14-Have a valid driving license

Main Duties:
-Develop project procurement approach as per PA laws and Framework Agreement (FA).
-Coordinate with beneficiary whenever needed.
-Detailed review of projects’ list of needs and Bills of Quantities (B.o.Q); Compression with furniture plan, quantities, specifications, calculations , cost estimates , allocated budget, …,etc.
-Follow up with General Supply Department (GSD) at Ministry of Finance) (MoF) whenever needed.
-Prepare Project documents including all the information; the tender documents (B.O.Q and Specifications), estimated budget, monitoring and evaluation approach, timeframe and all supporting documents.
-Distribute the tender invitation received by GSD to all stakeholders on time.
-Manage the process of suppliers vetting as needed.
-Participate and represent MoF/PIU in meetings (Bid Opening, Evaluation Committee…etc) to ensure that all procurement procedures meet Framework Agreement rules and regulations and comply with PA regulations.
-Obtain beneficiary approval on samples as needed.
-Monitor contract signing with suppliers and ensure all suppliers fulfill FA pre-contract signing requirements.
-Manage in coordination with PIU Project Managers on sites the receipt of purchased items.
-Inspect equipment and ensure quality that meets the approved samples by beneficiary.
-Develop, fill and distribute the evaluation report for suppliers.
-Review and approve supplier’s payments.
-Create and maintain procurement records, including electronic records, ensuring accuracy and integrity of data.
-Prepare Weekly, Monthly and Quarterly Reports.
-Monitor and review progress of contractual agreements.
-Ensure project compliance with all PA and FAR rules and regulations which includes and not limited to vetting, waivers and approvals from USG.

NOTE:
