Procurement Coordinator
CARE International in the West Bank & Gaza
CARE is seeking to recruit an experienced, committed, and suitable professional to fill the following vacancy to support a US Agency for International Development (USAID) funded project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.
Summary
The Procurement Coordinator (PC) is responsible for managing the Procurement Component under CARE in the Health Matters Program, including procurement and distribution logistics, inventory management, stock and usage monitoring, and adherence to and promotion of rational use of medicines concepts while ensuring compliance with organizational policy and donor regulations. S/He will supervise the procurement that might be identified under other projects’ components managed by the IMC for the sub-grantees to be included in the Project, and their needs of pharmaceuticals, medical disposables/ supplies and equipment.
The PC will also :
-Provide direct supervision to the Procurement Officer and Logistician in Gaza, and to the Logistician in West Bank.
-Lead Procurement and Distribution of the emergency supplies and sub-grantees supplies for the Gaza Health Matters program
-Ensure that policies and regulations are well followed and controlled, and ensure the proper tracking, monitoring and reporting of the procurement processes.
-Initiate and develop strong linkages and relations with partner organizations, and participate in relevant project’s committees.
-Provide basic capacity building and training to sub-grantees staff in proper procurement procedures as needed.
Requirements
-Bachelor’s degree in Management preferably in Health Management, Public Health or related field or equivalent combination of education and experience.
-Formal training in Procurement Management mainly on USAID regulations
-6 years progressive procurement management experience in relief and assistance programs (mainly USAID projects)
-3 years of experience in procurement of pharmaceuticals, disposables/ supplies and equipment
-Experience in project management, monitoring and evaluation, program design and development
-Strong Knowledge of USAID regulations
-Strong communication and reporting skills
-Sound computer skills with experience in MS Word, Excel or other spreadsheet programs
-Excellent writing, speaking, and reading skills in Arabic and English.
-Proven ability in tools design, analysis and reporting
Desired: Master’s degree in Health Management, Public Health or a related field.
Experience in PeopleSoft or a similar system
Strong knowledge of the Palestinian health system
