BACKGROUND
The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance.
ROLES AND RESPONSIBILITIES
The Procurement Manager will assist the Director of Administration and Finance in overall management of a transparent, effective and efficient procurement process for all material resources in support of Communities Thrive Project operations. This position is based in the Communities Thrive Project Office in Ramallah. The Procurement Manager will report directly to the Director of Administration and Finance or his/her designee and work in close coordination with the Finance Manager, Contracts and Grants Manager, Tetra Tech Project Manager, Tetra Tech Deputy Project Managers, and others as needed.
MAIN RESPONSIBILITIES AND TASKS:
-Thoroughly familiarize self with detailed systems and procedures for management of procurement of goods and services, including Tetra Tech Local Procurement Handbook.
-Ensure local procurement complies with Tetra Tech policies and procedures and USG rules and regulations.
-Establish and maintain filing system (electronic, paper) for all procurement-related documents. Ensure audit ready records management at all times.
-Coordinate and collaborate with the Director of Administration and Finance, Contracts and grants manager, and Procurement Assistant to conduct periodic testing of procurement processes from start to finish to ensure timeliness and cost effectiveness in line with all relevant policies, procedures, and regulations as noted above.
-Assist in the overall management and inventory tracking for project property, including its allocation to staff, grantees, safekeeping and program implementation.
-Maintain vetting track sheets, and follow USAID Mission Order #21 guidance
-Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
-Support request for proposal (RFP), request for quotation (RFQ), and bid analysis processes in compliance with Tetra Tech policies and procedures and USG rules and regulations. Facilitate communication and follow-up documentation with vendors during bid phase to guarantee transparency.
-Coordinate with technical and operations staff in developing scopes of work and bid documents for procurement of goods and services.
-Assist with negotiations with vendors and contractors regarding cost and terms and facilitate vendor and contractor payments. Draft purchase orders and other compliance-related documents as needed.
-Support effective and efficient receipt and assignment of goods for internal and external audiences and purposes. Ensure receiving process and payment is accurate by matching documents with the purchase request, purchase order, and invoice.
-Inform the Director of Administration and Finance and relevant finance staff of upcoming procurements and payments to ensure funding availability. Communicate procurement and payment needs with anticipation.
-Prepare routine and special reports on procurement activity for submission to the Director of Administration and Finance as requested.
-Maintain inventory control system. Facilitate annual inventory reconciliation in coordination with the Director of Administration and Finance and Tetra Tech Home Office Contracts Manager on contract anniversary date.
-Contribute to preparation and submission of monthly inventory management reporting to Tetra Tech PLS, including property purchase report and purchase order tracker.
-Maintain regular contact with Tetra Tech PLS on procurement-related requests and issues.
-Provide ongoing training to technical and operations staff and local partners in application of procurement policies and procedures. Facilitate communication between technical and operations staff as requested by Director of Procurement and Finance.
-Supervise Procurement Assistant.
-Contribute to team effort by undertaking additional tasks and responsibilities as requested.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION:
Bachelor’s Degree in a relevant field, such as business administration, public administration, finance, or other related discipline.
WORK EXPERIENCE:
Minimum of 7 years’ relevant professional experience, with at least 3 years of experience directly managing procurement policies and practices for a donor project; Strong familiarity with USAID rules and regulations with regards to procurement management; Experience on USAID-funded projects is highly preferred.
SKILLS:
Strong communication and interpersonal skills, ability to work with all levels and functions within the company;
Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information;
Must also be able to foster supportive working relationship among all staff; Strong computer skills.
Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word;
LANGUAGES:
Fluent in Arabic, excellent English speaking and writing skills.
GENERAL:
Highly organized individual able to pay close attention to detail.
Ability to work as a member of a team of professionals in a fast-paced and challenging environment.
Willingness and ability to travel, including to remote locations.
