The Municipal Development and Lending Fund (MDLF) is a quasi-government organization with technical, financial, and management experience in the field of Municipalities’ development, with particular experience in projects related to infrastructure, capacity building, employment generation, as well as data collection and reporting. The MDLF is seeking a qualified, experienced, results-oriented senior staff for the position of Manager of Procurement Department
More specifically, the Manager will:
• Provide MDLF management leadership on Procurement initiatives and updates.
• Create and implement Procurement strategies that meet MDLF requirements and recommending and leading improvements where appropriate.
• Manage, train, and develop current procurement staff members.
• Manage negotiation and contracting process for MDLF consultants and suppliers
• Develop and update with high quality all types of documents related to works, goods and
consultancy services including bidding and RFP documents, procurement plans, list of prequalified
contractors, procurement notices and invitation for bids/requests for expression of interest/solicitation letter and standard bidding documents/request for proposals and price quotations for related tasks.
• Ensure the existence of good filing and documentation system for the procurement documents
• Collaborate with partner organizations and other relevant stakeholders for enhancing the
procurement capacity of the local government units.
• Build a professional, responsive procurement unit that is trusted and respected by
local governments, donors and other stakeholders; and help staff achieve professional advancement.
• Conduct other activities as requested by the MDLF General Manager.
Qualifications and Experience:
• Advance degree in engineering, business, administration or related fields.
• Minimum 7 years experience in managing civil works activities, procurement of goods, and consultancy services.
• Proficiency in Arabic and English (written and spoken).
• Familiarity with government and World Bank procurement procedures.
• Demonstrated leadership and strong management skills, experience managing multidisciplinary development programs and budgets.
• Excellent communication and negotiation skills and presentation in Arabic and English.
• Excellent computer skills, MS office, MS Project, Excel functions and PowerPoint
• Have extraordinary reporting and analysis skills.
• Be knowledgeable about the Palestinian local government sector.
• Be highly committed, able to work under pressure, and meet deadlines.
