Procurement Manager
The Palestinian Authority Capacity Enhancement Project is designed to assist the Palestinian
people by working with the Palestinian Authority (PA) to provide more effective, efficient, and responsive services through developing public administration systems. The project is funded by USAID and implemented by Chemonics International Inc., a private international development consulting firm. The project has an immediate opening for a Procurement Manager to be based in Ramallah.
The Procurement Manager provides procurement support for all the technical and administrative needs of the project. The Manger is primarily responsible for ensuring the projects procurement activities are in compliance with USAID rules and regulations, including Mission Order 21, Chemonics’ policy and procedures, and local legislation.
Specific tasks will include:
-Drafting project procurement documents including all solicitations, negotiation memos, consents to subcontract, and waivers. Conduct market research as required.
-Maintain clear and concise procurement files that document project compliance with USAID
rules and regulation, Chemonics policies and procedures, as well as local, third country, or US
government rules that affect the procurement process.
-Provide guidance to technical and administrative staff on procurement compliance issues, in
particular those contained in FAR, CFR, ADS, and AIDAR regulating procurement under the
above referenced contract. Establish clear and transparent procurement procedures.
-Work directly with local, regional, or international vendors and service providers to obtain quotations and/or to initiate procurements of commodities or services.
-Monitor contracts and purchase orders and conduct follow-up as necessary to ensure compliance
with terms and conditions.
-Organize and participate in internal evaluation committees.
-Ensure project staff or the project itself does not engage in any conflict of interests and insure
the project’s procurement process is open and transparent.
-Educate the staff and counterparts about procurement under USAID contracts including
timelines and source/origin/nationality requirements.
-Assist the grants team to educate grantees on procurement issues, as needed.
-The procurement manager supervises the work of the procurement assistant.
Interested individuals shall provide information demonstrating that they are experienced enough to
perform the services requested, including:
1-Curriculum Vitae, outlining relevant work history, including previous experience in procurement.
2-References for work conducted within the last three years.
3-Individuals must also be able to demonstrate fluency in Arabic and strong English speaking
and writing skills. Only selected candidates will be contacted for a follow-on interview.
