Job Description
The Palestinian Authority Capacity Enhancement Project (PACE) is working with the Palestinian Authority (PA) to improve the institutional capacity and the delivery of government services to citizens. The multi-year project is being implemented by Chemonics International Inc., a private international company, with funding from the United States Agency for International Development (USAID). In anticipation of a possible extension of the project and subject to available funds, PACE is seeking highly qualified and motivated individuals to fill long-term position.
Procurement Manager
Key Responsibilities:
-Lead more than $2.5 million in procurement efforts, including refurbishment of offices, IT upgrades, and other efforts to build the capacity of Palestinian Authority ministries and public sector institutions.
-Draft procurement documents, including requests for proposals, requests for quotations, negotiation memos, consents to subcontract, and waivers. Conduct market research as required.
-Maintain clear and concise procurement files that document project compliance with USAID rules and regulation, Chemonics policies and procedures, as well as local, third country, or US government rules that affect the procurement process.
-Provide guidance to technical and administrative staff on procurement compliance issues, in particular those contained in US Government regulations, including the FAR, CFR, ADS, and AIDAR regulating procurement under the above-referenced contract. Establish clear and transparent procurement procedures.
-Work directly with local, regional, or international vendors and service providers to obtain quotations and/or to initiate procurements of commodities or services.
-Monitor contracts and purchase orders and conduct follow-up as necessary to ensure compliance with terms and conditions.
-Organize and participate in internal evaluation committees.
-Ensure project staff or the project itself does not engage in any conflict of interests and insure the project’s procurement process is open and transparent.
-Educate the staff and counterparts about procurement under USAID contracts including timelines and source/origin/nationality requirements.
-The procurement manager supervises the work of the procurement officer.
-Serve as a member of the project’s senior management team.
Qualifications:
-A BA in business administration, finance, marketing, or related field is required, or equivalent academic studies and work experience.
-A minimum of three years of progressively responsible professional and relevant procurement and contracting work experience, preferably with USAID or a USAID-funded project; additional years of work experience preferred.
-Thorough understanding of the USAID procurement processes, rules, and relevant US Government regulations; demonstrated ability to read, analyze, interpret and apply such complex regulations.
-Must be able to demonstrate the ability to work in a team yet act independently when required; team management experience preferred.
-Proficiency to organize and manage procurement regulations and procedures and to apply them to individual similar situations; ability to organize and analyze business proposals received in response to solicitations.
-Good knowledge of U.S. and local market pricing practices, and a good knowledge of the capability and reliability of local suppliers.
-Excellent customer service skills and unquestionable ethics and integrity.
-Fluency in written and spoken English and Arabic is required.
