Save the Children is seeking qualified candidates to fulfill the following vacancy:
Procurement Officer - Position#: (PO/WB/2014)
Main Responsibilities:
-Establishes and/or enhances operational policies and procedures for procurement, and provides in-house training to staff on related topics.
-Ensure compliance with procedures laid out in the Country Office (CO) and Save the Children’s Procurement Policies and Procedures
-Be fully conversant with Save the Children and Donors procurement policies, and ensure that CO is in compliance with these
-Establish mechanisms to monitor compliance with the policies and procedures.
-Helps establish, implement, and monitor a customer service orientation in all supply chain activities the country office engages in, oriented towards all stakeholders in the supply chain process.
-Oversee SCI procurements and provide technical support to all staff and sub offices.
-Develop projects and CO procurement plan in coordination with all relevant staff, financial and programmatic
-Liaise with local and international suppliers/vendors
-Ensure proper, fair, and transparent processes are followed regarding decisions
-Ensure all staff are aware of authorization limits and that controls are in place to ensure compliance within those limits
-Procurement (local, regional, international),and quality control by ensuring that all procurements comply with the policy and procedures of SCI
-Responsible for the procurement of capital assets ( & furniture) of all SCI offices
-Coordinating closely with the Administration and Finance departments to ensure timely payment of suppliers, financial planning and exchange of regular procurement information.
-Oversee the maintenance of accurate inventory records in the form of computerized and manual inventories. Keep records of all capital and non-capital assets and property of different projects by preparing annual inventory.
-Ensure that procured and received goods are readily available to program and support service departments according to requirements.
-Maintain pipeline planning and ensure that sufficient warehouse space, handling and transportation resources are available for incoming/outgoing goods.
-Ensure that proper and up-to-date inventory control systems are maintained for the Gaza warehouses and that special attention is paid to transparency in handling goods from different donors
-Ensure that the proper procedures for stock release and issue are followed and timely warehouse/stock movement reports are submitted.
-Oversee the organization and contracting of transport for receiving and dispatching goods and maintain a record of transportation expenses accrued.
-Established preferred list of all potential transporters with necessary information.
Qualifications and Experience:
-Minimum of 3 years of similar experience
-Relevant university degree
-Strong knowledge in general procurement standards and in country Donors procedures.
-Understanding of supply chain management principles.
-Strong communication and interpersonal skills.
-Ability to manage a complex and diverse workload and to work to tight deadlines.
-Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
-Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
-A full appreciation of the value of co-operation, both internationally and within a team environment.
-Understanding of Save the Children’s vision and mission and a commitment to its objectives.
-PMP and/or PMD Pro Certification desirable
-Written and verbal fluency in English and Arabic
-Commitment to Save the Children values
