OBJECTIVES OF THE PROGRAMME

The mission of the WHE Programme is to help countries and to coordinate international action, to prevent, prepare for detect rapidly respond to, and recover from outbreaks and emergencies. During the emergency phase, an important operational and logistics support is required by several projects that support the rapid response as well as preparedness. The objectives of the programme are to support country operations with adapted logistics capacity, ensure follow up and reporting on the supply chain activities and support the transition between response to recovery logistics.

DESCRIPTION OF DUTIES

1.In compliance with the WHO rules and regulation, based on a comprehensive forecast of the supply needs, prepare a supply plan to ensure timely procurement of quality and adequate supplies, equipment and consumables.

2.Review the current office supply/procurement/logistics practices, including the development of options to improve efficiency and utilization of Long -Term Agreements and ensure appropriate processes and systems are in place to provide efficient operations (e.g. customs clearance, transport requests, receipt and dispatch) of goods. Identify logistics bottlenecks and work on addressing them.

3.Track the implementation rates and budget levels of the supply/logistics component and report findings to project managers.

4.Prepare regular technical briefings, reports or information notes which capture the updated situation of the Supply chain, procurements and other logistical issues in order to facilitate strategic decision making by senior officers.

5.Ensure full compliance with donor requirements and expectations of the project with regards to procurement.

6.Be responsible for the day-to-day work at the WHO warehouses and inventory; and implement stock control mechanisms.

7.Follow-up on audit observations to assist in the improvement of office procedures and practices related to logistics.

8.Ensure that office vehicles are well maintained and look into the need for procuring new vehicles or options to lease vehicles. Ensure effective coordination with regard to receiving items at the office or transferring parcels in WHO vehicles.

9.Cooperate with programme team to ensure coherence between technical implementation and financial implementation, identify gaps and recommend corrective actions.

10.Perform any other related incident-specific duties, as required by the functional supervisor.

Job Requirements

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Logistics, Budget, Finance, Accounting, Business or Public Administration or Business Administration,or related field, or equivalent professional training
Desirable: Advanced university degree in related field or a recognized professional organization in procurement such as CIPS.

Experience

Essential: At least one-year related experience in procurement operations.
Desirable: Knowledge of the operations associated with emergency in a field operations-Related experience in WHO or the UN system.

Skills

Capacity to work in multi-sector team, including coordinating technical input into the report relating with logistics activities Understanding of donor compliance and key reporting procedures Ability to work efficiently and effectively with project members and from multiple Organizations Demonstrated negotiation and communication skills. Flexibility and ability to work productively under pressure with the deadlines. Excellent time management skills

REMUNERATION

Remuneration comprises an annual base salary starting at ILS 176,974 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
