Procurement Officer
Project: Small and Medium Enterprise Assistance for Recovery and Transition (SMART)
Expected start: January 2, 2024
Level of effort: Full-time
Location: Ramallah, Palestine
Background
The purpose of Small and Medium Enterprise Assistance for Recovery and Transition (SMART) Activity (SMART Project) is to rapidly recover the Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following the unprecedented COVID-19 crisis. SMART helps SMEs regain productivity, grow and expand. It promotes economic growth and self-reliance in the West Bank and Gaza.
Purpose
The Procurement Officer will work with the procurement team on the most appropriate and effective implementation mechanism for achieving programmatic results that meet work plan objectives and remain fully compliant to USAID/ USG regulations. S/he will work with the project’s staff to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon, such as document preparation, DAI systems data input, and USAID approvals.
Responsibilities
- Conduct procurement and logistical arrangements and perform daily procurement actions for the implementation of the project activities such as procurement of equipment, goods and services, with provision of all documents in time and in compliance with DAI procurement procedures and rules.
- Prepare quotations and tenders for the procurement of office equipment and services, review price quotations and prepare analysis.
- Prepare all necessary documentation for tenders (RFQs, RFPs) and communications with evaluation committee members according to DAI procurement procedures.
- Manage and monitor the service providers’ contracts, payments and ensure that they are updated, accurate and cost effective.
- Maintain procurement files, monitor and evaluate the procurement process in all its aspects to ensure it is done right and in compliance with DAI policies and USAID regulations.
- Make direct purchases of supplies within limits allowed by the project; contact local sources of supply, obtain price quotations, and select the vendor.
- Work with the project’s staff to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon, such as document preparation, TAMIS input, and USAID approvals.
- Prepare transfer and handover documents and make sure they are uploaded in TAMIS.
- Ensure that all necessary procurement related data are recorded in TAMIS.
- Ensure timely preparation of documentation for reporting on procurement activities.
- Ensure regular update of list of suppliers of goods and services.
- Perform other duties and responsibilities as required.

Requirements
EDUCATION
- Bachelor’s Degree in any relevant field.
WORK EXPERIENCE
- At least 5 years of work experience in Procurement.
- Prior work experience with USAID funded projects and good knowledge of USAID regulations and procedures is preferable.
- Excellent analytical and organizational skills.
- Excellent English communication skills including written communications.
SKILLS & KNOWLEDGE
- High level of interpersonal and diplomatic skills required.
Reporting
The Procurement Officer will report directly to the Deputy Chief of Party.
