Procurement Officer
Bayader in partnership with different donors is going to implement a projects which aimed to address the urgent needs of conflict-affected populations for basic services. The intervention include distribution of food, non-food items water services activities, distribution of hygiene kits and hygiene materials, provision of cleaning services for formal public shelters, and providing light maintenance for WASH facilities in non-formal designated shelters. Other activities might be require during the emergency situation and the hired staff will be responsible to carry these activities.
Bayader is seeking highly skilled staff to be hired for the following position:
Position Title: Procurement Officer – Full time.

Place: Bayader Office.
Key Responsibilities:
1.Managing, coordinating and following up on all aspects related to procurement and bidding efficiently and effectively.
2.Preparing and implementing procurement plan .
3.Concluding agreements with suppliers, preparing an updated list of approved suppliers, and ensuring that the policies and instructions issued by the company in this regard are followed.
4.Identify all major types of supplies and services that will be needed in the near term, and conduct regular market assessments on and negotiate the best sources and prices.
5.Monitoring and controlling payment dates and supply mechanisms.
6.Preparing price offers and following them up properly, and completing invoices, source discounts, and all guarantees related to purchases.
7.Receive and review all bids and quotations according to target price and specifications, and prepare a quotation summary sheet.
8.Preparing purchase and supply orders and following them up accordingly.
9.Follow up and meet the needs and requests of departments and branches according to the system.
10.Collect necessary information to support the vetting process for Sub-recipient, trainees, and vendors.
11.Follow up with the Finance Department to ensure timely payment as stated in contracts and purchase orders and prepare the necessary documents for financial claims.
12.Assist in preparing agreements, contracts, and memorandums governing purchasing operations, as needed.
13.Implement all tasks assigned to him by the Executive Director.

Qualification and Experience:

Bachelor’s degree from accredited universities - good appreciation in Accounting, Finance, Business Administration or any related field.

Minimum 3 years of professional experience in a relevant position.

Significant experience working on humanitarian assistance with local NGOs.
- Good writing and communication skills in both English and Arabic.
- Proven ability to multi-task and meet deadlines.
- Proven ability to develop progress reports.
- Proficiency in computer applications (MS Word, Excel).
- Demonstrated strengths in relationship management; able to work with diverse groups of people in a multicultural, team-oriented environment.
- Understands and works with local contexts (operational and cultural).
