The Business Women Forum (BWF) is a national non-profit organization established in 2006 to promote and empower businesswomen and entrepreneurs as leaders in the Palestinian economy. BWF offers comprehensive business development packages, including capacity building, coaching, consultancy, technical support, and networking opportunities with local, regional, and global institutions.

The "Raedat-Pioneers" Activity is a 5-year USAID-funded project implemented by Global Communities in partnership with local organizations. The project is intended to leverage women's potential and to empower communities for sustainable development, focusing on gender equity within the Palestinian community to create ripple effects that shift gender-based power relations within the Palestinian community across the West Bank, Gaza Strip, and East Jerusalem (WBGEJ).

As part of the Raedat-Pioneers Activity, funded by USAID, BWF is seeking a Procurement Officer to join our team.

Main Responsibilities:

  • Serve as Key Procurement Personnel for the project.
  • Ensure all procurements comply with USAID regulations and BWF standard practices.
  • Provide insights and support for project planning, direction, and evaluation of all procurement-related work.
  • Manage procurement budget for assigned tasks/interventions as required.
  • Plan, direct, and manage various procurement activities, including competitive purchasing and contracting materials, equipment, and services.
  • Oversee procurement processes and monitor contracts, bids, tenders, and purchase orders following organizational and donor policies and procedures.
  • Prepare and finalize purchasing documents.
  • Negotiate strategic service contracts and sourcing agreements; manage changes in vendor contracts according to procurement policies.
  • Produce accurate and timely operational reports for internal management.
  • Support the project's procurement needs and ensure compliance with BWF policies and donor regulations.
  • Direct and coordinate project procurement processes, including developing and updating templates and receipt of service documentation.
  • Ensure a transparent procurement tracking system and audit compliance filing systems are in place.
  • Work closely with relevant departments (financial and programs) to maintain a compliant and transparent system.
  • Maintain regular communications with the senior management team and Program and project managers, providing relevant and timely information for planning and decision-making.
  • Prepare and develop bid documents, including requests for quotes, terms and conditions, and evaluation criteria for procurements.
  • Liaise and negotiate with suppliers, retailers, and consumers.
  • Prepare and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence, and related follow-ups.

Job Requirements

Required Qualifications:

  1. Educational Background: Hold a BA degree in accounting, administration, social sciences, or a related field.
  2. Professional Experience: A minimum of three years of experience in administration and procurement.
  3. Communication Skills: Ability to effectively communicate with women across various social contexts in Palestine.
  4. Teamwork and Supervision: Can work well within a team and under supervision.
  5. Residency: Must reside in Ramallah or nearby villages.

Preferred Qualifications:

  • Familiarity with USAID Rules and Regulations.
  • Knowledge of local sourcing and procurement strategies, tactics, processes, procedures, and systems.
