Job Description:
We are seeking an experienced Procurement Officer with expertise in handling customs and USAID compliance to join our team. The ideal candidate will manage procurement processes, ensure adherence to USAID regulations, and oversee the import/export of goods in compliance with customs requirements. This role requires a strong understanding of international trade, USAID procurement guidelines, and the ability to build and maintain relationships with suppliers and customs authorities.
Job Responsibilities include:

Procurement:
- Source and procure goods and services in line with company requirements, focusing on cost, quality, and delivery times.
- Develop and implement procurement strategies that take into account international sourcing and customs requirements.
- Issue and manage purchase orders, ensuring timely delivery of goods and services.
- Identify, evaluate, and select suppliers, considering their ability to comply with international trade regulations.
- Negotiate terms and conditions with suppliers, including pricing, delivery schedules, and payment terms.
- Monitor and evaluate supplier performance, addressing any issues related to customs compliance, product quality, or delivery delays.

Customs Management:
- Ensure compliance with all customs regulations and procedures for imported and exported goods.
- Prepare and manage all necessary documentation for customs clearance, including bills of lading, invoices, and certificates of origin.
- Liaise with customs brokers, freight forwarders, and regulatory agencies to ensure smooth and compliant import/export operations.
- Identify and mitigate risks related to customs and international trade, including the management of duties, taxes, and tariffs.
- Maintain accurate records of all procurement and customs activities, ensuring full compliance with audit and reporting requirements.
- Stay updated on changes in customs regulations, trade laws, and tariffs, and ensure the company’s procurement activities are compliant.

Job Requirements
- Bachelor’s degree in Supply Chain Management, Business Administration, International Trade, or a related field.
- 3-5 years of experience in procurement, with a strong focus on customs and international trade.
- In-depth knowledge of customs regulations, import/export procedures, and trade compliance.
- Strong negotiation skills and experience in managing supplier relationships.
- Excellent organizational and problem-solving skills.
- Strong communication and interpersonal skills.
- Ability to work independently and manage multiple tasks simultaneously.
