Job Description
Position: Procurement Officer Hebron
Country: Palestine
Base: Hebron office, with occasional visits to Ramallah and field locations if necessary
Reports to: Procurement and Logistics Manager, Ramallah
Line Manager: Area Manager, Hebron
Works in Coordination with: Procurement Officer Tubas, Driver/Logistics Assistant Hebron, Procurement Logistics Officer Ramallah
Tasks and Responsibilities
- Procurement:
- Responsible for effective and streamlined Supply Chain Management across WEWORLD mission;
- Ensures strict application and respect of WEWORLD and donors procurement procedures and guidelines;
- Support WeWorld staff in implementing correct procurement procedures;
- Collaborates well with and supports all WeWorld staff to ensure understanding and correct implementation of procurement procedures;
- Responsible to prepare and evaluate high level procurement procedures including competitive bidding, local & international tendering as well as lower level procurement;
- Project planning; including creation of comprehensive procurement plans for each project, liaison with project managers, finance departments and HQ procurement unit on approval and updates of PPPs;
- Writing of high level Supply, Service, Works and Framework Contracts;
- Responsible for extensive Contract management and follow up including execution of complex supply, works and service contracts;
- Coordinate with finance to ensure correct payment terms and schedules are respected for supplier payments;
- Responsible for coordination between program teams to ensure supply chain is highly functioning and efficient;
- Support in achieving custom clearance and importing regulations for International Cargo / Freight if applicable;
- Responsible for adding existing/new suppliers to the oPT vendor data base on a rolling basis for all procurement processes done for the projects the Procurement Officer is responsible for;
- Responsible to send the vetting request to the Regional Logistics Manager for all contracts above 10.000 EUR and updating the vetting base on a yearly basis;
- Updating the Procurement Request Follow up on a weekly basis by COB Thursday and highlighting any major delay in both procurement processes and pending payments to the Procurement and Logistics Manager;
- Reaches out ahead of time to PMs to signal the end of programme contracts and preparing contract amendments where necessary;
- Responsible for taking a proactive approach to follow up on procurement activities for each project to ensure timely adherence to the PPP;
- Updating all PPP on a weekly basis by COB Thursday;
- Ensure compliance to procurement procedures across WEWORLD mission and mitigate instances of fraud, collusion, and conflict of interest;
- Ensure procurement documents and files are archived and organized correctly according to Archiving Guidelines to ensure effective organization and compliance for audits and reviews for all responsible projects;
- Prepares all program related GRN/CCs before handing them over to the field officers for signature and then sending one consolidated file to finance for payment;
- Input procurement data for Interim and final procurement reports in accordance to donor needs;
- Work with HQ Procurement Unit and Country Coordination to Prepare procurement documentation for internal and external audits;
III. Procurement/ Finance Activities
- Supports the Procurement and Logistics Manager and Finance team in preparing new programme expenses monitoring tools and following up on pending programme payments;
- Responsible for preparing payment authorization forms for tender publications;
- Checks the expense report shared by finance on a bi-weekly basis to follow-up on the payments pending/done related to programme activities and communicates with suppliers;
- Coordination and Support
- Supports Country Representatives and Country Management Team with any urgent procurement needs;
- Coordinates with the Operations Unit, Area Manager and program team to ensure supply chain is highly functioning and efficient;
- Supports coordination team as needed with any other procurement related tasks;
- Prepares other reports for project needs as requested;

Job Requirements
- BA in logistics, trading, business, project management, engineering
- At least one-year previous experience in logistics and procurement.
- Good knowledge in procurement guidelines and procedures.
- Good knowledge of the social and economic Palestinian context and the Palestinian market.
- Excellent communication (oral and writing) skills in Arabic and English
- Quality required:
- Excellent team spirit, high ethical standards and coordination skills
