Project Description:

CNFA is seeking applications for a Procurement Officer for a USAID Quality Technologies Revitalizing Agriculture (Q’tra) Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be five years.

Position Description:

Reporting to the Senior Procurement Officer, the Procurement Officer will ensure compliance and maintain operations, procurement, and subcontracts and grants. S/he will ensure that procurement processes, procedures, planning, and workflow are carried out in accordance with the agreements, implementation plans, CNFA policies, and donor standards.


Duties and Responsibilities:

  • Support the Senior procurement officer in executing procurement activities, including purchasing, logistics, and service delivery for the program.
  • Collaborate with the Senior procurement officer to contribute to the development and periodic updates of procurement policies, procedures, and guidelines, ensuring compliance with relevant regulations.
  • Engage in procurement processes such as drafting and reviewing Requests for Proposals (RFPs) and Requests for Quotations (RFQs), as well as assisting with bid analyses and evaluations.
  • Help maintain organized and up-to-date procurement files, adhering to regulatory and internal standards, including those set by USAID and CNFA
  • Support and guide the Senior Procurement Officer in the preparation of documents such as Memorandum of Negotiation (NM) and Justification & Approval (J&A).
  • Ensure that all procurement processes are carried out in accordance with USAID standards, procedures and specifications established for the program and with transparency from the community perspective.
  • Ensure that these processes are documented in accordance with USAID standards and that recruitment selections are the most reasonable, fair, expeditious, and appropriate under the Procurement Field Guide.
  • Identify, contact, visit, and specify key suppliers for different goods and services that may be required by the program, with the purpose of soliciting proposals to award BOAs / BPAs.
  • Ensure that procurement records are kept confidential and secure.
  • Contribute to the preparation and maintenance of program documentation and reports, adhering to relevant regulations and organizational policies.
  • Coordinate travel arrangements and logistics for program staff and monitor vehicle usage and driver management as needed.
  • Collaborate with the Senior procurement officer to develop and maintain a comprehensive tracker for monitoring procurement-related commitments efficiently.
  • Other tasks or assignments at the request of the Senior Procurement Officer or other senior program staff.

Job Requirements
  • Bachelor’s degree in business administration, finance or related area of study or equivalent work experience.
  • At least five (5) years of progressively responsible work experience in managing complex donor-funded project(s), and at least three (3) years of accounting, financial or operational management, and procurement on USAID-funded programs.
  • Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing.
  • Demonstrated ability to collaborate, willingness to innovate, and ability to think systematically. 
  • Oral and written communication skills in English and Arabic required.
