The Palestinian Food and Agriculture Industries Union (PFAIU), established in 1995 and re-registered under No. IA/000104/08, and currently represents 300 company members. PFAIU conducts several activities aimed at promoting and improving locally made products, offering management and marketing skills training, and providing assistance for company members in opening export markets.
PFAIU core activities focus on organizing exports, facilitating market access, defending the interests of the food industry, fostering partnerships and networking, promoting occupational health and safety, promoting green practices, and strengthening the Union's internal structure. PFAIU continues to address the promotion of sustainable practices. Looking ahead, PFAIU aims to lead transformative change and create opportunities within the food industry, ensuring its long-term viability and prosperity within the Palestinian economy. PFAIU decided to lead projects aligned with the Green and Circular Economy (GCE), promoting inclusivity and innovation as one of the top sector priorities.
The Palestinian Food & Agriculture Industries Union Sector is the largest industrial sector as measured by the most important indicators on which any country is based to measure the economic capacity of the industrial sectors.
The sector is trying all the way to contribute to environmental protection efforts. To take advantage of food Waste and reduce the environmental impact.
The project aims to drive a sustainable transformation in the food industry. It is implemented by the Palestinian Food & Agriculture Industries Union (PFAIU) in cooperation with the Belgian Development Agency (Enable) and is funded by the government of Belgium as part of the Green West Bank intervention. The project aligns with Enabel’s strategic focus on promoting a green and circular economy while enforcing the region’s ecological and social resilience.

Through this collaboration, the following objectives will be pursued:
General Objective:
To contribute to supporting the Green and circular economy and entrepreneurship in the Food value chain based on a market system approach.
Specific objective:
To support the utilization of Green Circular Economy practices within the Food value chain, focusing on the sectors of waste management practices, Renewable Energy and Energy Efficiency practices, and lobbying and enforcement of related regulatory frameworks.
Scope of work
Under the supervision of the PFAIU’s General Manager, the Procurement Officer's role is to track project activities and outputs against plans and ensure that the project is implemented effectively and achieves its intended outcomes. Additionally, the Procurement Officer will contribute to the project’s accountability to stakeholders, ensuring that lessons learned are captured and applied to improve project performance, Support different functions of the project in facilitating and acquisition/ provision of goods and services and to implement the PFAIU’s procurement guidelines within the project

The key responsibilities for this position will be as follows:
Ensure procurement processes align with the Aid Coordination Framework and in accordance with World Bank Procurement Regulations.
Support the integration of local procurement systems with international best practices.
Coordinate with PFAIU’s accountant in the related budget lines
Maintain an update list of inventory/ assets
Draft and manage procurement plans, bidding documents (RFPs, RFQs), and evaluation reports in accordance with World Bank Procurement Regulations.
Administer tendering processes, bid evaluation, and contract negotiations.
Ensure timely and efficient procurement for key development projects.
Engage with local and international partners to coordinate procurement activities in line with the Aid Framework Partnership Guidelines.
Provide training and technical assistance to government agencies and local stakeholders on procurement best practices.
Strengthen partnerships with local suppliers to foster inclusive economic development.
Ensure procurement activities comply with national legal frameworks, World Bank guidelines, and donor requirements.
Maintain comprehensive procurement documentation and reporting for audit and performance evaluation.
Promote transparency, accountability, and anti-corruption measures in procurement operations.
Support the development of digital procurement systems to streamline operations.
Maintaining complete procurement documentation for each contract, both in hard copy and in STEP (the World Bank’s System for Tracking Exchanges in Procurement) including bidding documents, advertisements, bids received, bids evaluations, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit.

Required Qualifications and Experience:
Education:
- Bachelor’s degree in finance, accounting, business administration, economics, engineering, or a related field.
- An advanced degree in a relevant discipline is an advantage.
Experience:
- Minimum of 5 years of experience in procurement management, preferably in international aid-funded, NGOs or public sector projects.
- Strong knowledge of the local procurement procedures.
- Experience with digital procurement platforms and contract management systems.
- Knowledge of procurement in fragile or conflict-affected settings is desirable.

Skills:
- Strong understanding of procurement laws, regulations, and best practices.
- Proficiency in digital procurement tools and Microsoft Office applications.
- Excellent analytical, negotiation, and communication skills.
Languages:
- Fluency in English (both written and spoken) is required.
