Procurement Officer
Job Description
CHF International is implementing a three-year program, called Palestinian Community Assistance Program in Gaza with funding from the United States Agency for International Development (USAID).
The overall goal for PCAP is to pave the way to a brighter future for Palestinians through social and economic relief and recovery by meeting basic humanitarian needs and laying the foundations for long-term recovery in Gaza. To support the implementation of this program, CHF International and partners are seeking qualified candidates to assume the following positions, on a possible renewable yearly contract:
Procurement Officer (1 position) – Ramallah
Programs: USAID-PCAP
Duration: 1 Year
1- Job Summary and Duties:
CHF is seeking a candidate for a Procurement Officer position in its Ramallah Office. The Procurement Officer shall be responsible for the purchases of construction/agricultural material related to CHF’s role under PCAP, which comprise of Housing, Infrastructure and Agriculture.
Responsibilities:
-To undertake the tendering, evaluation, placement and monitoring of contracts including the CHF Gaza purchasing program.
-To assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
-To participate in negotiation of contract terms on a range of central contracts and to monitor performance against these contracts.
-To participate in the PCAP activities working closely with the representatives of the consortium and participating in commodity groups.
-To actively promote the procurement function within CHF including the development and improvement of training and skills of staff involved in the devolved purchasing environment within the organization.
-To participate in internal and external meetings, promoting procurement best practice.
-To take an active lead in the introduction, development and implementation of E-Business solutions within CHF.
-To support and undertake projects with value for money report findings and make recommendations to support change of policy.
-To have up to date knowledge of related procurement legislation including USAID regulations for public procurement.
Qualifications:
Education and Training
-A university degree in Business Administration, engineering or other relevant field, or a combination of experience and education working in this sector.
Experience
-At least 5 years relevant experience with international organizations or purchasing departments on complex projects.
-Past work with USAID and/or European funded programs preferred.
Technical skills
-Demonstrated ability to meet goals and deadlines.
-Demonstrated strengths in relationship building and conflict management.
-High analytical and reporting skills.
-Good command of spoken and written English and Arabic.
-Excellent command of excel and other database applications.
-Computer/word processing and standard office software skills.
