TVET and Labor Market Programme

To support the Programme Team at the Programme House for Development Cooperation in Al-Bireh, we are looking for
“Procurement Officers – Consultants”
For the implementation of programme activities of the “EU support to TVET development in oPT” with the public and private sector partners. The assignment is funded by the European Union.

Responsibilities and tasks include but are not limited to:
-support the EU programme coordinator and the Local Employment and Training Councils LETCs in procurement related to the selected partners and their sub-projects (training packages incl. equipment) and follow-up activities mainly in the following areas:
-Responsible for the technical assistance to LET councils’ procurement of Materials and goods related to the EU delegation agreement and under the supervision of GIZ Head of Program Administration (HOPA).
-Responsible of keeping HOPA, and /or experts, sub-committees informed of the status of Procurement especially in cases of delay.
-Effective co-ordination with HOPA and sub-committee
-other activities related to the programme implementation
-Maintain, carry out and be responsible for the technical assistance of local procurements (negotiate prices, prepare contracts, inspects delivery etc.) including quotation procedures, according to GIZ rules and regulations and under the direct supervision of HOPA.
-Install and maintain database on suppliers and conduct regular search for alternatives.
-Receive and check delivered materials.
-Advice on defective goods delivered and arranges necessary follow – ups.
-Check invoices, delivery receipts and other papers, submit them for payment.
-Arrange and coordinate the safe transshipment of deliveries to the requesting Project.
-Inform the beneficiaries of location and time of delivery.
-Follow up on Zero Vat Exceptions according to GIZ guidelines.
-Files complete documentation of the whole process.

Additional tasks:
-Undertake further job training related to his / her tasks.
-Document all activities

Required qualifications:
-University degree in the fields of Economics, Business, Business Administration or another relevant fields;
-At least 5 years of professional experience in working in project administration in the Palestinian Territories especially in TVET sector and/or with international organizations;
-Excellent project administration skills and experiences;
-Fluency in English and Arabic (oral and written), knowledge of German would be an asset;
-Ability to work within interdisciplinary international teams;
-Excellent interpersonal and intercultural communication skills;
-Computer literacy especially MS excel.

Assignment: Starting November 1, 2011 up to September 2013
The assignment is designed on an average of 20 hours weekly. Due to different work load during the assignment period it could be necessary to invest additional time during peak periods and less afterwards. The time documentation will be done through time sheets. Women are encouraged to apply.
