Procurement Officers

Ramallah, Palestine  

The Project: FCDO Trade Facilitation and Customs Support (Tasdeer)

 Tasdeer is a Trade Facilitation and Customs Support programme (2020-2025; £15m) funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.

We are in the process of agreeing an extension with FCDO, which will extend the project to March 2028 to add an additional £15 million to the current budget. As part of this extension, we will have a large grant portfolio, including:

  • Grants to private-sector companies to increase domestic production and to expand exports
  • Grants to institutional partners to deliver activities supporting economic development of marginalised groups.
  • Grants to install solar energy solutions at private sector firms

Role Profile: Procurement Officers 

The Procurement Officers, will be responsible for implementing and overseeing the procurement processes of project portfolio, ensuring compliance with Tasdeer’s policies and requirements.

Roles and Responsibilities:                                                                                                                       

The Procurement Officers' duties are expected to include: 

  1. Implement the policies and procedures of the Procurement Manual.
  2. Receive the Terms of Reference (TOR) from the technical team, and ensure the document is prepared in accordance with the approved template and evaluation criteria.
  3. Prepare Expression of Interest in cooperation with the technical team.
  4. Publish the Terms of Reference and Expression of Interest on relevant platforms.
  5. Prepare technical and financial evaluation forms.
  6. Receive bids and ensure that all requested documentation is submitted by the bidders.
  7. Communicate with the selected evaluation committee and organize for the bid opening session.
  8. Participate in bid opening sessions as an observing member and submit the completed evaluation forms.
  9. Send rejection letter to the bidders once the winner bidder is selected and contracted.
  10. Awarding and general follow up and communication with clients and suppliers.
  11. Conduct the eligibility check.
  12. Prepare the service agreement and purchase orders as per the TOR and received bids.
  13. Prepare service agreement and purchase order amendments as necessary.
  14. Archive all procurement documentation, including TORs, bids, agreements, purchase orders, and any other supporting materials.
  15. Maintain an updated vendors list.
  16. Communicate any issues or challenges encountered during the procurement process to the Grants Manager for guidance.
  17. Assist with other duties, as requested by the Grants Manager.

Reporting Lines:  

This role reports to the Grants Manager.

Duration:

This role will be full-time for the duration of the project.

Location:

This position will be based in Ramallah with possible travel across the West Bank.

Job Requirements

 Key Skills and Qualifications

The ideal candidates will possess the following skills and qualifications:

  • A bachelor’s degree in business administration, finance, or a related field is required.
  • A minimum of 4 years of relevant professional experience in donor funded projects and procurement positions.
  • Ability to manage multiple activities and meet deadlines.
  • Strong organizational skills, with a focus on tracking progress and ensuring accountability.
  • Strong team player with the ability to collaborate with diverse teams.
  • Ability to interact diplomatically with individuals at all levels.
  • Proficiency in Microsoft Office (Word, Excel) and other program management tools.
  • Fluency in English and Arabic (both written and spoken)
