AMIDEAST, an international non-profit organization in the West Bank and Gaza, is seeking full-time qualified candidates for its USAID funded education program-Model Schools Network (MSN) Program. AMIDEAST is recruiting for the following two position:
Procurement SpecialistOverall Position Responsibilities:
The procurement specialist will be responsible for the planning and administration of the procurement of commodities, services and supplies procured by the Model Schools Network Program for the benefit of different schools in West Bank and Gaza Strip. The procurement specialist will help the schools to finalize their procurement plans, administer tenders and request for quotations in accordance to USAID and AMIDEAST regulations and administer the contracts preparation with the local and international vendors. Other duties include:
• Work with the beneficiary schools to finalize their needs.
• Review, refine and compile the lists of needs submitted by the schools.
• Develop procurement plans of commodities and supplies.
• Implement the procurement activities in accordance to USAID and AMIDEAST regulations.
• Prepare the tender documents including the bill of quantities and specifications.
• Manage and administer the tenders and request for quotations including the advertisement, bid review and analysis.
• Develop and maintain updated lists of local and international vendors.
• Administer the contracts development with the vendors.
• Develop and maintain tracking system to all of the contracts and purchase orders.
• Participate in the preparation of the reports to AMIDEAST and donors.
• Liaise and coordinate with the local vendors, companies and relevant local authorities.
Minimum Qualifications and Required Skills
• Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
• At least five years of progressively responsible experience in procurement management.
• Knowledge of USAID policies, rules, and regulations.
• Fluency in English and Arabic.
• Excellent knowledge of software applications: Word, Excel, PowerPoint, Internet and e-mail.
