ANNOUNCEMENT FOR THE SELECTION OF INDIVIDUAL CONSULTANT

PROCUREMENT SPECIALIST

Introduction:

The Ministry of Education & Higher Education (MOEHE) has received a grant from the World Bank to implement the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” program. The program aims at improving education outcomes of primary and secondary students and increasing student pathways to tertiary education and the labor market.”

The program is the first phase of a multiphase programmatic approach (MPA); and it includes four components as follows:

Component 1: Building strong foundations for learning and wellbeing

Component 2: Harnessing technology to improve STEM learning and better equip students for the labor market

Component 3: Strengthening the student learning assessment system

Component 4: Project management and implementation support

In addition, a second phase of the MPA is currently under preparation which would support learning recovery programs across K-12 education implemented in the West Bank. This would include activities to facilitate access to kindergarten education through public-private partnerships (PPPs), academic support in core subjects Arabic and STEM that follow teaching at the right level principles, psychosocial support to promote teacher and student wellbeing, and preparatory activities implemented in the West Bank to support the large-scale resumption of education services in Gaza following a sustained ceasefire.

Assignment Objective:

The Ministry of Education & Higher Education (MOEHE) is considering the selection of a qualified Procurement Specialist who will be responsible for: (i) planning and processing all procurement to be carried out under the above-mentioned projects, (ii) providing procurement support to the Director of the Project Coordination Unit (PCU) and other members of the PCU, (iii) monitoring the implementation of the procurement plan, and (iv) providing on-the-job procurement training to MOEHE’s staff.

Main Tasks and Responsibilities: 

The Procurement Specialist will be working and reporting directly to the PCU Director and will be in charge of processing all aspects of procurement for the World Bank financed projects, in accordance with the World Bank Procurement Regulations for Investment Project Financing Borrowers, the approved procurement plans, and the Grant Agreements. The procurement specialist shall be implementing the following tasks under each of the ECD and SERATAC:

  • Updating the Projects Procurement Plans on a periodic basis throughout projects implementation to reflect actual projects implementation requirements;
  • Determining the procurement method to be used based on the size of the package in accordance with World Bank Procurement Regulations and the National Procurement procedures applicable to the project;
  • Assisting in the preparation of consultants’ terms of reference and administration of their contracts, including processing contract amendments;
  • Drafting bid notices and bidding documents for inviting and obtaining bids for goods, works and services in accordance with the World Bank Procurement Regulations;
  • Drafting requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining consultants’ services in accordance with the World Bank Procurement Regulations;
  • Assisting in revising the established procedures for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner;
  • Maintaining complete procurement documentation for each contract, both in hard copy and in STEP (the World Bank’s new System for Tracking Exchanges in Procurement) including bidding documents, advertisements, bids received, bid evaluations, notifications of intension to award, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit;
  • Preparing procurement reports when needed showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions, including preparation of bidding documents, advertising, bidding, evaluation, contract award and completion time for each contract;
  • Preparing correspondence required for requesting, through the PCU Director, the World Bank approval/ ‘no objection’ of the proposed procurement steps/decisions, through STEP or email, as required;
  • The consultant will follow up on each activity in the PP with the MOEHE procurement department and the central bidding committee to ensure timely processing of the planned activities and to avoid any delays.
  • Working with MOEHE staff to enhance their capacities through on-job training; and

Job Requirements

Minimum Required Qualifications:

  • At least a Bachelor’s degree from an accredited university in Engineering, Business Administration, Procurement, Purchasing Management, Supply Chain Management, or any other related field.
  • At least 5 years of relevant experience on projects financed by international agencies; experience in World Bank financed projects and World Bank procurement processes and procedures is highly desirable.
  • Excellent knowledge of technical and operational aspects of procurement implementation.
  • Good knowledge of the public procurement procedures.
  • Strong supervisory and staff support skills. Ability to motivate and lead employees and encourage decisions to be made within a team environment.
  • Strong planning and communication skills 
  • Strong results-orientation, proactivity, and ability to problem-solve
  • Excellent computer skills.
  • Fluency in English and excellent report writing. and
  • Ability to work under pressure and meet tight deadlines.

Place of Work: 

The consultant shall work at MOEHE headquarters in Ramallah with possible visits to education district offices as needed. 

Time Frame: 

The contract will be for 12 months, five days per week, seven hours per day. During the consultant’s service, any administrative procedures or requirements associated with the consultant’s work at the PCU will follow the same procedures applicable to employees in the Ministry of Education & Higher Education (MOEHE), including, but not limited to, the Thirty days (30) paid annual leave. The applicable regulations are the ones stipulated in the Palestinian Civil Service Law.

Selection Method and Type of Contract 

The consultant will be selected in accordance with “World Bank Procurement Regulations for Investment Project Financing Borrowers” dated July 2016, revised in November 2017, August 2018, November 2020, and in September 2023 “Individual Selection”. The contract will be Time-Based. 

Consultant’s Reporting Obligations:

The consultant shall prepare Semi-Annual Reports on progress of work, challenges faced and lessons learnt for enhancing practices and ensuring efficiency of work. These reports shall be submitted to the MOEHE and World Bank (through the PCU director) for review and support. Reports shall be verified by the PCU Director.
