Background

The Ministry of Planning and International Cooperation (MOPIC) plays a vital role in coordinating international aid to support the development of an independent and functioning Palestinian state. MOPIC is committed to ensure the success of strategic initiatives under the National Program for Development and Reform (NP4DAR) and the Aid Framework, as such MOPIC seeks qualified Financial Specialist. The Financial Specialist will oversee the financial operations for NP4DAR and aid-funded projects, ensuring compliance with financial regulations, fostering transparency and accountability, and aligning financial strategies with national development goals and international aid commitments.

The Procurement Specialist will be hired under the Finance for Jobs (F4J) project, funded by the World Bank, and will be based at MOPIC premises. F4J is a series of projects that began in 2017, with the overarching goal of mobilizing private investment in high-potential sectors and creating job opportunities across the West Bank and Gaza. Currently, the F4JII and F4JIII projects are underway and being implemented by DAI, the Project Implementation Agency (PIA), on behalf of MOPIC.

Responsibilities

  • Develop and implement procurement strategies aligned with NP4DAR initiatives, including energy security, healthcare services, digital economy, and sustainable local governance.
  • Ensure procurement processes align with the Aid Coordination Framework and in accordance with World Bank Procurement Regulations.
  • Support the integration of local procurement systems with international best practices.
  • Draft and manage procurement plans, bidding documents (RFPs, RFQs), and evaluation reports in accordance with World Bank Procurement Regulations.
  • Administer tendering processes, bid evaluation, and contract negotiations.
  • Ensure timely and efficient procurement for key development projects.
  • Engage with local and international partners to coordinate procurement activities in line with the Aid Framework Partnership Guidelines.
  • Provide training and technical assistance to government agencies and local stakeholders on procurement best practices.
  • Strengthen partnerships with local suppliers to foster inclusive economic development.
  • Ensure procurement activities comply with national legal frameworks, World Bank guidelines, and donor requirements.
  • Maintain comprehensive procurement documentation and reporting for audit and performance evaluation.
  • Promote transparency, accountability, and anti-corruption measures in procurement operations.
  • Support the development of digital procurement systems to streamline operations.
  • Maintaining complete procurement documentation for each contract, both in hard copy and in STEP (the World Bank’s System for Tracking Exchanges in Procurement) including bidding documents, advertisements, bids received, bids evaluations, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit.
  • Facilitate and coordinate when needed procurement activities between line ministries, relevant government stakeholders, and the World Bank, ensuring effective collaboration and timely execution.

Job Requirements

Qualifications

Education

  • Bachelor’s degree in procurement, business administration, economics, engineering, or a related field.
  • Advanced degree in a relevant discipline is an advantage.

Experience

  • Minimum of 5 years of experience in procurement management, preferably in aid-funded or public sector projects.
  • Experience in World Bank financed projects and World Bank procurement processes and procedures highly desirable.
  • Strong knowledge of the local procurement procedures.
  • Experience with digital procurement platforms and contract management systems.
  • Knowledge of procurement in fragile or conflict-affected settings is desirable.

Skills and Competencies

  • Strong understanding of procurement laws, regulations, and best practices.
  • Proficiency in digital procurement tools and Microsoft Office applications.
  • Excellent analytical, negotiation, and communication skills.
  • Fluency in English and Arabic (written and spoken).

Reporting

The Procurement Specialist will report directly to the Acting Deputy Assistant for International Cooperation and Aid Management.

Timeframe

The contract is for six months, based on a daily rate, with the possibility of renewal for an additional six months based on satisfactory performance and needs of the project.
