AMIDEAST, an international non-profit organization in the West Bank and Gaza, is seeking full-time dynamic and qualified candidate for its USAID funded education program-Model Schools Network (MSN) Program. AMIDEAST is recruiting for the following position based in its office in Ramallah:

 
Procurement Support and Compliance Specialist (PSCS)

The PSCS will be responsible for managing procurement and logistics, while ensuring
compliance with USAID policies and regulations.

Position Responsibilities:
The Procurement Support and Compliance Specialist will be based in Ramallah and receive general supervision, administrative guidance, and day-to-day supervision from the Chief of Party. Specifically, the PSCS will have the following duties.

• Assume overall responsibility for procurement, logistics, and compliance
• Oversee local procurement activities, including needs identifications, solicitation and analysis of quotations, bid tenders, supplier selection, and contractor selection.
• Review and improve systems and procedures for facilities upgrade subcontracting and service procurement, recommending modifications as appropriate.
• Consolidate and customize existing procurement policies and procedures into a project-specific procurement manual.
• Determine supplier eligibility through reference checks, site visits, and rigorous application of USAID regulations specific to the West Bank.
• Serve as a resource to other staff on compliance with USAID rules and regulations
• Maintain a procurement database/filing system
• Contribute procurement and compliance related input to the annual work plan, monitoring and evaluation plan, and other planning instruments utilized by the project.

Minimum Qualifications and Required Skills :

• Bachelors degree in a relevant field, or equivalent experience
• At least 5 years of experience handling procurement for USAID funded projects
• Expertise in procurement of equipment and supplies for large, complex projects
• Knowledge of USAID policies, rules, and regulations
• Fluency in English and Arabic
• Experience managing logistics and security preferred but not required
