Starting date + period:    April 2017, 8 months (possible extension based on funds availability and performance)

Our current program works in partnerships with local organizations to safeguard children’s rights, focused primarily in the areas of protection, participation and advocacy.

General objective of the job

Provide day-to-day administrative and operational assistance to programme team.
 
Position in the organisation

The PA reports to the Program Coordinator. The PA has essential functional relations with: Program Development Manager and Operations Support Manager.


Duties and Responsibilities:

Administrative and grant-related support to programme team, in adherence with War Child financial policies and procedures and donor requirements:
-Provide program and administrative assistance to programme team through organizing data and information, conduct monitoring of projects/programme implementation, take appropriate action on routine matters
-Initiate and/or follow up on matters for assigned projects/programmes in the absence of the programme coordinator
-Assist the programme team to maintain continuous and effective liaison with non-governmental organizations and community based organization for coordination of programme issues and activities 
-Summarize information reflecting current obligations and future programme and/or budgetary implications. Recommend to supervisor project adjustments and ensure that activities are in line with plans of action
-Maintain programme files and archives, ensure tracking of documents and timely responses to requests, inquiries, etc. Ensure partners finance/procurement/transfers are properly documented and filed. Validate, file and update supportive documentation in line with WCH and the donor requirements;
-Prepare drafts and information summaries as requested by programme team for reports, information requests, proposals, etc.
-Perform other related duties as assigned to support programme implementation

Operations/Logistics/Procurement Responsibilities

-Support procurement administration and occasional travel and workshop logistics as required
-Ensure that partners are aware of donor and WCH procurement rules and report adequately in close collaboration with OSM and Finance Officer
-Actively seek advice from Finance Officer and Operations Support Manager for operations related issues
-Maintain and perform petty cash purchases
-Follow-up on vehicle maintenance, fuel and cleaning
-Perform administrative tasks (photocopying, purchase stationary, scanning, etc.)
-Act as focal point for drafting purchase requests including specifications
-Undertake any other occasional duties commensurate with the grade of the post as assigned by line manager.

Experience and Skills

-Diploma/Degree in Social Science, international relations and/or related fields
-Minimum 2 years or more in a similar role and in an INGO/NGO
-Knowledge of Microsoft Excel and Word
-Demonstrated understanding of child protection/child safety issues
-Demonstrated understanding of the programme management cycle including financial and operational processes
-Work experience in knowledge management, M&E, and/or research an advantage
-Attention to detail with a high level of initiative
-Ability to work independently with minimal supervision
-Proven ability to handle challenging work load
-Cross-cultural experience, understanding and sensitivity
-Commitment to War Child values
-Ability to drive in Jerusalem
