Program Compliance Lead
Job Summary:
The USAID Funded Gaza Health Recovery Activity Program Compliance Lead is responsible for overseeing and ensuring that the Activity complies with all applicable USAID rules, regulations, and contractual obligations. This position will lead efforts to manage compliance risks, monitor internal controls, and provide advice and guidance on regulatory and compliance matters. The Program Compliance Lead will collaborate closely with other project team members to ensure that the project operates with integrity, transparency, and accountability.
Key Responsibilities:
- Compliance Oversight and Management:
- Lead the implementation of compliance policies and procedures for the project in alignment with USAID regulations, standards, and guidelines.
- Ensure compliance with USAID’s financial, administrative, and reporting requirements.
- Monitor adherence to the terms and conditions outlined in the Activity’s cooperative with USAID.
- Conduct regular compliance reviews and audits to identify potential risks and non-compliance issues.
- Internal Controls and Risk Management:
- Develop and implement a robust system of internal controls to prevent fraud, waste, and abuse in the use of project funds.
- Identify and assess compliance risks related to financial and operational aspects of the project.
- Work closely with the project’s finance and procurement teams to ensure compliance in budgeting, procurement, and financial reporting processes.
- Training and Capacity Building:
- Provide training and guidance to project staff, partners, and sub-contractors on USAID compliance requirements.
- Create and update training materials to ensure all team members are informed of USAID regulations, internal policies, and compliance best practices.
- Promote a culture of compliance and ethical behavior within the project team and among partners.
- Monitoring and Reporting:
- Lead the development and submission of accurate and timely compliance reports to USAID and other stakeholders.
- Monitor project activities to ensure compliance with approved work plans and budgets.
- Assist with preparing and coordinating external audits and evaluations conducted by USAID or other regulatory bodies.
- Collaboration and Stakeholder Engagement:
- Ensure that project partners, subcontractors, and sub-awardees comply with USAID regulations and applicable local laws.
- Coordinate with other departments and project teams to ensure a cohesive approach to compliance management.
- Compliance Investigations:
- Investigate any allegations or suspected violations of compliance and ethical standards.
- Document findings and work with relevant stakeholders to implement corrective actions and improve compliance processes.
- Continuous Improvement:
- Stay current on changes to USAID regulations and best practices in compliance management.
- Recommend improvements to internal compliance processes and systems to enhance project efficiency and minimize risks.

Qualifications:
- Education:
- A Bachelor’s degree in Business Administration, Law, International Relations, or a related field (Master’s degree preferred).
- Experience:
- Minimum of [5-7] years of experience managing compliance in USAID or similar donor-funded projects, preferably in the relevant sector (e.g., education, health, governance).
- Proven experience in managing compliance risks, financial reporting, and internal controls.
- Knowledge of USAID regulations, policies, and procedures (e.g., FAR, AIDAR).
- Experience working with international teams and partners.
- Skills:
- Strong understanding of USAID compliance regulations, financial systems, and audit processes.
- Excellent communication, leadership, and interpersonal skills.
- Ability to work independently and manage multiple priorities.
- High attention to detail and a commitment to maintaining high standards of integrity and accountability.
- Fluency in English (additional languages relevant to the project region may be a plus).
