JOB DESCRIPTION

Job Title:Program Coordinator (PC)
Organisation:War Child Holland (WCH)
Starting date : July 1 2013
Duration:1 year part-time contract (possibility of full time position in 2014)
Location:Jerusalem based with frequent travel to West Bank and Gaza.
Report to: Program Development Manager (PDM)

Background:
War Child Holland (WCH) is an independent and impartial international non-governmental child right’s organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. WCH has been working in the occupied Palestinian territories (oPt) since 2004, and has an office in Jerusalem and in Gaza.

Purpose
WCH is looking for a Program Coordinator (PC) based in Jerusalem. The PC is primarily responsible for the coordination of the programs and projects that WCH is implementing in oPt under the guidance of the PDM. This involves planning, managing, implementing and monitoring the projects and its activities in order to achieve the set goals and objectives as effectively and efficiently as possible ensuring consistency with WCH’s strategy and commitments. The role includes supervision and providing support to the Project Officer (PO) based in Gaza. 

Objective
-Responsible for the appropriate implementation, monitoring, reporting of projects within the decided framework / project plan.
-Liaison and working with partner(s) and relevant stakeholders.
-Manage, support and coaches staff in their responsibility

Responsibilities

1-Supervision and support to  staff
-Guides, coaches and monitors staff in the project.
-Conducts performance planning and appraisals with staff

2-Responsible for the appropriate implementation, financial follow up, monitoring, reporting of projects within the decided framework / project plan
-Participate in developing annual work plans including activity plans
-Monitor the assigned budget and makes sure that all administrative procedures are followed strictly and effectively with the support of PDM and OSM.
-Coordinate and implement an assessment to identify locations, communities and beneficiaries where needed for our projects, including setting a baseline as part of this assessment.
-Monitor project progress according to set time and activity planning and adjusts where necessary in consultation with PDM.
-Collect and processes all monitoring data from the activity reports in close collaboration with partner’s
-Write reports in English and Arabic as per requirements and enters project data in WCH’s database system.
-Coordinate and implement advocacy and communication activities in oPt as deemed necessary for the projects, and cooperates with the Advocacy Coordinator in OPT and communication department in HQ.
-Monitor activities and practices are in line with WCH’s Child Safety policy.

3-Liaison and coordination
-Liaise with government institutions, relevant stakeholders, communities and (I)NGOs where necessary, including ensuring they have clear understanding of WCH and the projects in particular.
-Occasional Participation in CPWG and MHPSS coordination meetings as deemed necessary by PDM.
-Be focal point for external visits, including from HQ and donor, related to the projects.
-Any other duties assigned by the PDM in her / his line of responsibilities.

Profile Required
-At least university BA degree in  a relevant field (such as social science, development studies, human rights or any related field).
-At least 3 years’ experience of program and project coordination, preferably in the field of psychosocial, child rights and/ or child protection programming.
-Experience in advocacy and communication campaigns.
-Strong social and communicative skills for coaching of staff, networking and frequent internal and external contacts
-Ability to establish effective and working relations with local partners and communities
-Good planning and organizational skills
-Good analytical and reporting skills
-Experience in working with or interacting with children and young people, and a proven track record of upholding child safety practices.
-Fluent in written and spoken English and Arabic
-Ability to travel to Jerusalem, West Bank and Gaza (WCH will apply for coordination)
-In possession of driving license
