Job Description

The American Friends Service Committee (AFSC) is a Quaker Organization which works with  people from various faiths who are committed to social justice, peace and humanitarian service.  AFSC’s work in Palestine dates back to the year 1949 when the AFSC offered support and help  for Palestinians seeking refuge in Gaza after the 1948 war. Since 1950 AFSC has also  conducted work in Israel. Today AFSC’s work for a just and lasting peace between Palestinians  and Israelis is based on the principle of equal rights, including self-determination; ending the  Israeli military occupation of the 1967 Palestinian territories; and the recognition of the right of  return of refugees. AFSC advocates for these principles in the US. In order to maintain its  independence AFSC does not accept any US government funding for its work in the Middle  East.

Job Title:Program Coordinator
Reporting to:Country Representative Palestine and Israel
Location:Gaza

Main job purpose:   

The purpose of the job is to lead AFSC’s Palestine Program in Gaza. The post holder will be based in Gaza.

Job relationships:

The Program Coordinator reports to the Country Representative. S/he will receive support and guidance from the Palestine Program Manager based in Jerusalem.  While the functional supervision lies on the Country Representative, the operational, day to day follow up of the activities in Gaza will be carried by the Palestine Program Manager.

S/he is member of the country team and interacts in specific tasks and responsibilities with regional staff.

1-Program development and delivery

Strategic development
-Map, assess and identify partners in Gaza to implement the priorities of the Palestine Program in Gaza
-Ensure that AFSC is appropriately accountable to partners, young people and other participants that take part in the activities.
-Participate in strategic planning exercises with the Palestine Program and other relevant regional and/or US planning exercises, when needed.
-Participate in the annual planning of the Palestine Program.

Commitment to learning, monitoring and evaluation
-Monitor and evaluate performance regularly against agreed program objectives and indicators.  Apply and follow planning and monitoring reports in coordination with the Palestine Program Manager.
-Be a source of technical support to partners in Gaza in order to improve their projects and optimize change/impact.
-Produce monthly reports on the progress of activities in Gaza and other aspects as requested.

Partnership development
-Develop, manage, negotiate and maintain relationships with other organizations in Gaza working to promote AFSC’s priorities.
-Attend AIDA Gaza submcommitte meetings and cluster meetings when relevant according to the Palestine Program priorities.
-Network with other international and local NGOs working in Gaza in order to assess complementarities, opportunities and gaps.


2-Program Representation
In close cooperation with relevant staff in the Jerusalem Office, particularly the Palestine Program Manager
 
-When requested, facilitate visits of international delegations to the Gaza Strip.
-Ensure that the activities are known and coordinated with the Palestine Program Manager and Finance and Administration Manager in Gaza. 

4-Financial, legal and risk management
Budget
-Participate in the elaboration of the Palestine Program Budget
-In cooperation with the Finance and Administration Manager (Gaza), monitor and report on the program budget (grant budget monitoring).
-Follow donor regulations when interventions are funded by external grants.
-In cooperation with the Finance and Administration Manager (Gaza), follow procurement regulations.
-In cooperation with the Finance and Administration Manager (Gaza), provide when needed updated financial reports on the status of the Gaza activities.

Legal compliance and risk management
-Follow on legislative changes that may take place and notify accordingly to the Country Representative.
-Identify and effectively manage all key risks related to delivering the program in Gazal and its impact.

5-Other duties
As required by the Country Representative.

PERSON SPECIFICATION


Relevant aspects of the following criteria will be assessed at the application stage

-Program Development: Three year experience in program/project management. Proven capacity to generate ideas, assess political and social environment, develop and implement relevant strategies and projects.

-Civil Society: Knowledge and experience of Gaza civil society and its work to promote equal rights essential, knowledge and experience of working with young people desirable

-Financial Management: Proven capacity to develop budgets and follow up financial aspects

-People Management:. Ability to create an environment which encourages teamwork. Proven ability to inspire confidence in and build relationships with partners

-Communication Skills: Excellent fluent written and verbal English and Arabic. Ability to communicate sensitively and assertively with a wide range of stakeholders. Proven capacity to negotiate and maintain relationships

-Inter-cultural Understanding: Experience of working with people from different cultural backgrounds


-Networking skills: Ability to network effectively with a broad range of stakeholders, including government agencies, international and national non-governmental organisations, and community based organisations, and to raise AFSC profile

-Practical commitment to Quaker values: including demonstrated cross cultural sensitivity and commitment to diversity

-IT proficiency: Demonstrated familiarity with MS Office

-Team working, interpersonal and relationship building skills: as a member of the country team and in representational roles with various stakeholders and with volunteers.

-Organisation, administration and time management skills: to successfully manage and administer a complex workload within the deadlines needed.

-Openness to learning:  on own performance and that of the program. Able to act on that learning.
