PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

Mercy Corps’ “Knowledge-Based Transformation” (KBT) portfolio of programs aims to support the expansion of ICT technology enabled industry in the West Bank and Gaza through a variety of interventions including formal ICT sector development, capacity building and market linkage support to existing ICT companies, entrepreneurship and technical training, education and workforce development.

GENERAL POSITION SUMMARY:

The Program Coordinator (PC) will provide programmatic and administrative support for Mercy Corps Programs in the West Bank. The PO will work with a network of local and multinational partners and stakeholders on issues concerning youth training, employability, capacity building, and economic development. The PC will work closely with the Senior Program Manager on all aspects of the program and provide effective and efficient support to ensure smooth implementation including programmatic, administrative, logistical and procurement support, information gathering, and organizing training. The PC will work to ensure data quality, including, data collection, data entry, and sound filing and documentation of program records for participants and activities. The PC will collect, analyze and report on monitoring and evaluation data, and prepare scopes of works.

ESSENTIAL JOB FUNCTIONS:

ADMINISTRATIVE DUTIES:
 
The Program Coordinator will work and support the implementation of the following:

-Assist in organizing trainings with TVET organizations.
-Assist in monitor trainings and program activities and provide all support needed.
-Works cooperatively with Mercy Corps staff, local and multinational partners and NGOs, and other parties.
-Collect monitoring and evaluation data and maintain relevant program files and support documents.
-Update and maintain program’s participant database including data entry.
-Follow up on procurement activities with MC procurement and Finance team.
-Liaises and coordinates with MC departments (including logistics and Admin).
-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its mission.
-Travel to various parts of West Bank As instructed by Senior Program Manager, for activities support and follow up.
-Follow up with partners and consultants on ICT trainings and TVET activities in WB.
-Follow up on with interns in the WB as part of the internship activity for Palestinian youth.
-Performance of work beyond normal works hours (as required).
-Other duties as required.

Detail Description of Tasks and Duties:

-Assist and follow up with local partners on the Implementation of ICT trainings in remote locations to increase Palestinian youth digital literacy
-Assist and support on the trainings and workshops with YDRC- Hebron Development Center and other program partners’ activities
-Follow up with the selection process and implementation of Cisco CCNA courses at the targeted institutions, and provide these institutions with the needed support
-Work with Mercy Corps procurement, finance and other program team members in compliance with MC policies and procedures.
-Assist follow up on the organization training events and workshops.
-Assist in the analysis of offers and participate in bidding committees.
-Conduct analysis on procuring goods, services and equipment including inspection of delivered equipment and preparation of end of service and goods received note.
-Assist in collect monitoring and evaluation Data and maintain relevant program, M&E files and documents.
-Updating a program Database that contains all program beneficiaries.
-Conduct him/her professionally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
-Other duties as assigned.

Program Support: As required, provide all the program support as requested by the Senior Program Manager and Mission Director.

SUPERVISORY RESPONSIBILITY: N/A
ACCOUNTABILITY: Mercy Corps Personnel Manual, Mercy Corps Conflict of Interest policy.
REPORTS DIRECTLY TO: Senior Program Manager.
WORKS DIRECTLY WITH: Senior Program Manager, Program teams in West Bank/Jerusalem; Admin, Finance and Procurement in Jerusalem/West Bank.

KNOWLEDGE AND EXPERIENCE:

-University degree in business administration, economic development, information management, or any other related field.
-At least three years of work experience in a relevant field.  Experience in information management, administration or a highly organized role in other fields will be of value.
-Experience of a development, monitoring.
-Understanding of the social, political, and economic context of the West Bank and Gaza, and a talent for communications with people across all levels of society.
-Excellent writing skills in English and Arabic.
-Proficiency in MS Office.
