Program Coordinator
Job Description
CHF International is implementing a labor-intensive infrastructure/jobs creation program in the West Bank and Gaza with funding from the United States Agency for International Development (USAID). This Emergency Jobs Program is providing targeted skilled and unskilled emergency employment opportunities through small-scale, labor-intensive infrastructure projects in close collaboration with public and private sector entities, communities, and local organizations in the West Bank. CHF International is seeking a qualified candidate to assume the following position:
Program Coordinator
Location: Al-Bireh/Ramallah, West Bank, Duration: 6 months (through September, 2010)
Responsibilities:
The Program Coordinator, based in Al/Bireh Ramallah and reporting to the DCOP/Sub-awards Manager, will be responsible for verifying, pricing and collecting sufficient data for community contribution files, through field site visits to all regions of the West Bank, and careful record keeping. S/he will ensure all bookings of the cost sharing will be made in accordance with USAID rules and regulations, and will coordinate closely with the finance team. S/he will also identify possible areas for additional leveraging, particularly with the private sectors, and will lead leveraging efforts. S/he will also lead administrative coordination of the Engineering Fellowship program, a job placement program for recent engineering graduates. In addition, along with other members of the program team, the Program Coordinator will assist in review of bids, and will serve as a regular member of bid evaluation committees.
Key qualifications:
-A bachelor's degree in Business Administration, Finance, International Development, or related field.
-Prior experience working in finance/administration, and/or grant/contract management/compliance.
-Experience in monitoring sub-awards/grants, program administration, past experience working on infrastructure/jobs creation programs a plus.
-Prior experience working with USAID-funded projects, and an understanding of USAID financial rules and regulations.
-Good experience in data collection techniques, record keeping, and presentation.
-Experience working with program administration and coordination of job-placement programs, a plus.
-Excellent report writing skills in English and Arabic.
-Demonstrated ability to work collaboratively with Local Authorities, community members and groups during different project phases. Awareness of community participation approaches in planning, implementation and monitoring is a plus.
-Experience working with the private sector and/or experience in business development is a plus.
-Ability to work under pressure and willingness to travel frequently to various locations in the West Bank.
-Excellent skills in Microsoft Office Programs (Word, Excel, Access). Experience working with QuickBooks or other financial/accounting software is a plus.
-A valid driving license.
