The Lutheran World Federation is looking for an experienced and energetic Program Coordinator to advance the goals of the LWF in Jerusalem. The Program Coordinator is responsible for programmatic oversight, development, and quality delivery of the LWF programs/projects in the country, in compliance with the LWF World Service global policies and guidelines, LWF Jerusalem country strategy, and for liaison with donors and partners. The holder of the position reports to the LWF Representative and works closely with the Director of the vocational training program, the CEO of the Augusta Victoria Hospital, and LWF Jerusalem admin and finance director. The position is located in the LWF central office on the Mount of Olives, Jerusalem, with regular visits to the Augusta Victoria Hospital and the Vocational Training Center in Beit Hanina and Ramallah, and in the future, Gaza.

Terms of Reference

Main outcome of the role:

The Program Coordinator coordinates the programmatic responses of the Lutheran World Federation’s Jerusalem program, including PMER, and contributes to program updates and advocacy efforts. This is a senior position, member of the Senior Management Team (SMT), which requires effective diplomacy, critical and analytical skills, facilitation and communication skills, and representational and reporting skills.

Key Responsibilities:

  • Overall coordination of the program, facilitating relevant and timely support to field-based staff for quality delivery of the LWF projects.
  • Coordinate the process of timely, quality, accurate, and relevant program/project reporting to donors, LWF Geneva, by consolidating and collating reports.
  • Maintain an analysis of the overall context and use this to inform interventions, adjusting strategic direction and informing strategic decisions accordingly.
  • As a member of the Senior Management Team of the Country Program, actively contribute to the achievement of the objectives set out in the country strategy and country annual plan.
  • Ensure a complementary and close working relationship of the program unit with the finance and logistics units of the Country Program in close coordination with the director of the vocational training program, the AVH CEO, and the LWF director for finance and administration. 
  • Supervise project team/s and the LWF PMER coordinator.
  • Ensure all relevant accountability and compliance quality standards are met in all projects under the Country Program.
  • Develop and update donor mapping, and lead and coordinate the development of quality concept notes and proposals for submission to potential donors
  • Continually monitor the implementation of approved projects within the agreed budgets and timelines and ensure project coordinators review the monthly management accounts (BVA) and provide feedback to Finance in accordance with agreed arrangements.
  • Represent the LWF locally in key collaboration forums relevant to the humanitarian response, including UN clusters, WHO, and INGOs' collaboration structure.
  • Support the LWF Jerusalem program's emergency preparedness related to Gaza and the West Bank humanitarian response
  • Actively participate in negotiations with related agencies, UN agencies, EU delegations, and other potential partners to maximize resource mobilization.
  • Act as the deputy representative as assigned.
  • Perform other relevant duties as assigned by the LWF Representative.

Requirements:

Education/Professional Designations/Experience:

  • At least 8 years of demonstrated experience in management of staff, development projects, project management cycle, and demonstrated ability to support the program and its staff to achieve high quality, accountability, good planning, monitoring, evaluation, and reporting.
  • Demonstrated experience in humanitarian program design and management.
  • Good knowledge of international actors, humanitarian coordination, policies, and standards, and preferably with church-related organisations.
  • Able to work collaboratively and inspire learning based on experience.
  • Able to achieve results without direct management line, working with colleagues and in networks.
  • Effective diplomacy, critical, analytical, facilitative, and communicative, representational, and reporting skills.
  • University degree in a relevant field.
  • Strong communications skills.
  • Excellent writing skills, fluency in English and Arabic.

LWF sees the occupation as a source of human rights violations and an obstacle to peace and justice.

The LWF owns and operates the Augusta Victoria Hospital (AVH), serving the five million Palestinians in the West Bank and Gaza, and two vocational training centers in Beit Hanina and in Ramallah. Additionally, LWF is planning to expand an emergency response in Gaza, as per the country strategy and the humanitarian mandate.
