PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

GENERAL POSITION SUMMARY:
Mercy Corps with support from Reach Out to Asia Foundation (ROTA) is implementing youth leadership program aimed at developing computer skills and providing trainings on life skills, leadership, communication and media skills, as well as action planning and community mobilization around global and local community issues. Main purpose of the program is to improve capacity and identify young leaders to take informed actions that build secure, productive and just communities. Program will facilitate personal development, skills-building, understanding across communities, countries and cultures.

ESSENTIAL JOB FUNCTIONS:
-Provide overall support  to youth development programs in Gaza
-Help select participants for youth organized trainings.
-Contribute developing work plans and support ongoing activities
-Works cooperatively with Mercy Corps staff, local community, partner NGOs, and other parties.
-Assist in the design and organization of a large range of trainings.
-Generating verbal and written translations of pertinent project documentation as needed/required.
-Attend weekly meeting organized by youth groups.
-Take active part in training sessions and provide weekly evaluation of conducted training.
-Coordinate information sharing between youth groups and other organization crucial to success of youth group.
-Assist weekly upload of video/photo essays on the global Mercy Corps GCC site.
-Work closely with media groups and provide assistance in translating and editing of the scripts and videos produces by youth group.
-Provide assistance to all relevant teams actively participating in this program. Support blogging, media, community service teams in completing all tasks set forward.
-Supervise youth major events and international activities, i.e. video contest, photo exhibition, essay competition and best local action.
-Provide assistance and moderate online discussions participated by multiple teams from multiple GCC countries.
-Monitor computer lab and ensure that all activities conducted there are done in accordance with Mercy Corps rules and regulation and utilized accordingly and appropriately.
-Visit trained youth members on regular basis (at least once a week) to monitor their progress and appropriate implementation of the activities.
-Provide coaching to youth members in increasing the membership and reaching out to youth.
-Regularly conducts field visits to the project sites to monitor ongoing work.
-Generates verbal and written translations of pertinent project documentation as needed/required.
-Participates in relevant (external and internal) project evaluations and/or needs assessments.
-Leads in planning baseline as well as end line data collection in line with the established evaluation strategy.
-Regularly reports on project implementation/ progress 
-Liaises and coordinates with other Mercy Corps departments as needed.
-Performance of work beyond normal office hours as required, without additional compensation.
-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
-Ensure that accurate and up-to date programmatic documentation is maintained.
-In cooperation with the Designing & monitoring evaluation department, ensure that relevant evaluation strategies are implemented in a timely and high quality manner, and that all outcomes of activities are met.
-Issue regular reports on project implementation/ progress to the Senior Program Officer, and prepare draft reports and other project documentation required by donors. 
-Work closely with Mercy Corps admin, finance and procurement teams to ensure compliance with Mercy Corps rules and regulations.
-Other tasks as appointed by the Senior Program Officer.

ACCOUNTABILITY
REPORTS DIRECTLY TO: Senior Program Officer
WORKS DIRECTLY WITH: Senior Program Officer, HR, Admin, Finance and Procurement

KNOWLEDGE AND EXPERIENCE:
-University degree in business administration or relevant field preferred
-At least two years’ experience working with youth, preferably in youth voluntary work programs.
-Proven skills in strategic planning, assessment, training organization, monitoring and evaluation.
-Excellent communication, organizational and prioritization skills and ability to multi-task and support and/or fill multiple positions at one time.
-Demonstrate attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with the team members.
-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
-Excellent writing skills in English and Arabic.
-Proficiency in MS Office.
